VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C255-19-AP-1546 Wizard2 Gamma Counter Contracting Activity: Department of Veterans Affairs, VISN 15, Harry S Truman Memorial Veterans Hospital. 589-19-3-8974-0077 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Wizard2 Gamma Counter / $58,165.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Wizard2 Gamma Counter is being purchased as a back-up machine to the current machine in use. The VA medical center has established standardization for the Gamma Counter. Also, with the additional equipment that the Wizard2 Gamma counter is utilizing, compatibility will not be an issue. Description of market research conducted and results or statement why it was not conducted: market research was conducted utilizing the search of VA mandatory contracts, Federal Supply Schedules, Blanket Purchase Agreements, and previous purchases. The medical center in Columbia has purchased the Wizard2 Gamma Counters in the past two (2) years. The Radiation Safety Officer and VA merit-funded oncology researchers only the 2480 WIZARD2 offers the ability to detect a wide spectrum of radionuclides and to provide high sample throughput with the unique characteristics and will be compatible with the current system in place.
