Description
NOTICE TO CONTRACTOR This is Amendment 01 to combined synopsis/solicitation N00244-19-R-0035. This Amendment is to answer contractor questions via the attached Q and A document (Amendment01_QA). This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR subpart 13.5 and 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award on a competitive basis. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number N00244-19-R-0035 is issued as a request for quotation (RFQ). The closing date is 27 May 2019 at 06:00pm PT. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-01 and DFARS Change Notice 20190215. Questions regarding this procurement must be submitted through email to the contract specialist at damon.r.griffin@navy.mil. All questions submitted shall include the solicitation number in the subject line. Other methods of question submittal will not be acknowledged. The Government will make every attempt to answer all questions in a timely manner; however, questions submitted within 7 days of the posted closing date may not allow ample time to respond and offerors cannot be guaranteed a response. All questions and answers will be posted for viewing by all other potential offerors. It is the contractor ™s responsibility to be familiar with the applicable clauses, provisions, and the attached Evaluation Criteria. The North American Industry Classification System (NAICS) Code for this acquisition is 511210 “ Software Publishers; Size: $38.5M. This acquisition is a total small business set-aside in accordance with FAR subpart 19.5. The contract type is Firm Fixed Price. Brief Requirement Description (for full description, see attached Statement of Requirements): This project is part of ongoing research efforts conducted through the Department of Defense and Analysis at the Naval Postgraduate School. Our research aims to provide enhanced understanding of fundamental social dynamics, to model the evolution of linguistic communities, and emerging modes of collective expression, over time and across countries. As a central requirement for this research, we seek to acquire a large-scale global historical archive of social media data, providing the full text of all public social media posts, across all countries and languages covered by the social media platform. We aim to use this research to advance knowledge through scientific publications. This data will also be used for pedagogical purposes in the classroom, giving students new opportunities for thesis research and the development of śbig data ť analytic skills. The Government is looking for a contractor furnished Commercial off the Shelf (COTS) data collection of social media records. Fleet Logistics Center San Diego requests responses from qualified sources capable of providing the following items: CLIN 0001, Global Social Media Archive. QTY: 1, Unit of Issue: Group, Price: TBD Minimum Time Period: 7/1/2014 - 12/31/2016 Minimum Number of Total Records: 350,000,000,000 (The minimum number of records shall be from the minimum time period. Additional records outside of the minimum time period are allowable.) Minimum Platform Requirements: Data must consist of records drawn from a single social media platform. Data must consist of all publically available messages, comments, or posts transmitted on the platform over the specified time period. Data includes messages from at least 200 million unique users in at least 100 countries, with no single country accounting for more than 30% of users. Data must include messages written in at least 60 languages, with at least 50% of the messages written in non-English languages. Minimum Record Requirements: Must consist exclusively of publically available information. No private communications or private user data will be included. Each record in the archive must provide the full text of a social media post, unaltered from its original content and formatting, with all publicly available meta-data, including country, language, hashtags, location, handle, timestamp, and URLs, that were associated with the original posting. All records must include the time and date at which each message was sent and the public user handle associated with the message. Approximate location information, providing self-reported user hometowns, or other publically available geo-location information, must be included for at least 20% of the records. Delivery Requirements: Data will be delivered as compressed text files, using UTF-8 encoding, with all records in JSON format. Data will be delivered in bulk, as a one-time purchase of a single historical archive. Data may be transmitted either via a secure, dedicated online hosting (e.g. SFTP), or via shipping of physical storage media (e.g. portable hard drives). For transmission mechanisms requiring fixed time periods (e.g. online hosting), vendor must allow at least 30 days, following initial delivery, for data to be transferred and stored by the customer, and vendors must ensure that sufficient transmission bandwidth will be available to allow transferring the archive within this 30 day period. Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority. Authorized Changes only by the Contracting Officer (a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractors facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract. (b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract. (c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
