Sources Sought Announcement Notice Defense Security Cooperation Agency Request for Information- Development of Targeting and other Civilian Casualty Prevention Tools for Foreign Countries Reference No. CEN052120191200 The Defense Security Cooperation Agency (DSCA) is conducting market research in support of a possible contract to improve international partners' capabilities to prevent civilian casualties and mitigate other harm to civilians that may arise from partner security operations. Introduction: WHS/AD is seeking information on behalf of DSCA for potential sources to provide improved capabilities to prevent civilian casualties internationally. This Sources Sought Notice is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. This notice neither constitutes a Request for Proposal (RFP), nor does it restrict Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers. Background: This market research is in support of the National Security Presidential Memorandum regarding U.S. Conventional Arms Transfer Policy signed in April 2018, which establishes that it is the policy of the executive branch to facilitate ally and partner efforts, through United States sales and security cooperation efforts, to reduce the risk of national or coalition operations causing civilian harm. Specific Task Include: DSCA is exploring new tools to improve international partners' capabilities in this area.
