- SOURCES SOUGHT NOTICE ACUTE HEMODIALYSIS SERVICES The Great Lakes Acquisition Center (GLAC), on behalf of the Captain James A. Lovell Federal Health Care Center (FHCC), 3001 N. Green Bay Road, North Chicago, Illinois, 60064 (hereinafter called FHCC), is seeking contractors to provide on-site acute hemodialysis services on an as needed basis at the FHCC. The period of performance will be September 1, 2019 through August 31, 2024. Contractor shall be available 24 hours a day, 7 days a week to provide technical support, personnel, equipment, and supplies for hemodialysis treatment services at the FHCC. Contractor employees shall not provide concurrent on-call duties with any other medical facility while on-call for the FHCC. The FHCC Dialysis Department s normal business hours are 7:00 a.m. through 6:00 p.m., Monday through Friday. The typical 1:1 hemodialysis treatment session requested by the FHCC will be up to 4 hours; however, some treatments may require a longer duration, or will be required outside of normal business hours (Monday through Friday 6:00 p.m. 7:00 a.m., weekends, and federal holidays). Contractor must be able to meet the required response times described below, which are contingent upon the urgency of the need as determined by the ordering nephrologist. Emergency/STAT services: the contractor shall report to the FHCC within two (2) hours after notification and begin hemodialysis treatment services within four (4) hours. Non-emergent treatments: the contractor shall report to the FHCC during normal business hours and begin hemodialysis treatment services within thirty-six (36) hours after notification Contract personnel shall be responsible for the ordered hemodialysis services to include: Equipment set-up Safety checks of the equipment and water treatment system Initiating treatment Assessing the patient during treatment Termination of treatment Documenting medications and treatment provided in electronic patient medical record and Cleaning of dialysis equipment after each use Storing dialysis equipment onsite at FHCC in designated storage area Personnel assigned by the contractor to perform the hemodialysis services covered by this contract shall be registered nurses who graduated from nursing school accredited by the Commission on Collegiate Nursing Education (CCNE) or Accreditation Commission for Education in Nursing (ACEN) and shall have a full and unrestricted license in a State, Territory, or Commonwealth of the United States or the District of Columbia. Contractor may assign Acute Patient Care Technicians (Hemodialysis Technician) to assist with services on weekends and federal holidays. They are unable to work with patients without supervision from a hemodialysis registered nurse. These technicians must have a Certified Clinical Hemodialysis Tech certificate (CCHT). Personnel assigned are required to hold a current BLS Certification by a provider recognized by the American Heart Association and maintain the certification during their work at the FHCC. ACLS certification is also preferred but not mandatory. Personnel assigned by the contractor to perform the hemodialysis services covered by this contract shall also be proficient in written and spoken English (38 USC 7402). Personnel assigned by the contractor to perform the hemodialysis services covered by this contract will be subject to credentialing and an Access National Agency Check with Written Inquiries (ANACI) prior to providing services. The NAICS Code for this procurement is 621492; size standard $38.5 million. The Service Contract Labor Standards will also apply to this procurement. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Information submitted in response to this Sources Sought Notice will not be returned. All interested parties that are capable of providing the required services shall submit a response via email to becky.cincotta@va.gov and georgiann.schneider@va.gov no later than June 6, 2019, at 10:00 a.m. central time. The responses shall be limited to 15 pages and address the information below. Contractor names, DUNS number, address, point of contact, title, phone number, and email address Brief description of the company background, capability to meet this requirement (may include nurse resumes, facility/company accreditations, type of equipment used, etc.), and past or current performance under contract (civilian or government). Contractor s socioeconomic status, including Vendor Information Pages (VIP) verification, if applicable. Copy of current certificate of liability insurance. Typical cost for treatment - during normal business hours less than 4 hours $______ during normal business hours greater than 4 hours $______ outside of normal business, weekends, and federal holidays $______ Contractor s interest in responding to a solicitation if issued.
