Description
The Department of Veterans Affairs, NCO 21, intends to award a sole source firm-fixed price service contract with GSL Solutions, Inc., 2414 SE 125th Avenue, Vancouver, WA 98683-3841 because we believe they are the sole source provider for preventive maintenance and technical support for all GSL Solutions equipment that is located within the VA Pacific Island Health Care System. The GSL IntelliSys Operating System, IntelliCab, and Intellipads are Proprietary to GSL Solutions, Inc. A draft copy of the statement of work is attached. Should you believe that your company is capable of performing services in accordance with the statement of work, provide your information and technical capability by responding to jocelyn.layson-castillo@va.gov by Friday, May 24, 2019, 3:00pm HST. The applicable NAICS Code is 811219 and the size standard is $20.5 Million. This notice of intent in not a request for competitive quotes. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the Government s discretion. See attached document: Draft Statement of Work for IntelliSys Operating System, IntelliCab, and Intellipads Statement of Work 1. General Procedure: This request is for an annual Maintenance Service Contract Agreement to provide 24/7 technical support and service maintenance for all GSL Solutions, Inc. equipment that is located within the VA Pacific Health Care System (VA PIHCS). The agreement shall be to provide for 24/7, 365 days a year, Technical Support and Service Maintenance contract for all GSL Solutions, Inc. equipment located at the VA PIHCS. Equipment must be optimally maintained to function without delay or error in providing medications to the Outpatient Veterans at the Ambulatory Care Clinic (ACC) in an efficient and timely manner. Equipment GSL IntelliSys Will Call Management Operating System GSL four drawer IntelliCab GSL Intellipad Dell-IntelliSys Servers Barcode Scanners Signature Capture Pads The contract shall be effective for one (1) base year from June 1, 2019 to May 31, 2020, with the Government s option to exercise four (4) one-year renewal periods. Contract to include the VA PIHCS s ability to add on additional technical service and maintenance for any GSL Solutions, Inc equipment that may be purchased in the future. The effective date of this contract shall be June 1, 2019 to May 31, 2020 for all GSL Solutions, Inc equipment located within the VA Pacific Island Health Care System. This will prevent a break in the maintenance service currently being provided and prevent a patient safety incident from arising due to a non-functioning medication dispensing system at the point of care. 2. SPECIFICIATIONS: Client Support shall provide 24 x 7, 365 days a year (except Federal Holidays as listed), telephone support via a toll free number to ensure the proper and efficient functioning of the GSL Solutions, Inc equipment. Services shall include support and hardware replacement (at no charge), provide remote diagnostics, including patches, upgrades to Intellisys operating systems, software downloads and any required changes to ensure that GSL Solutions, Inc equipment meets all current and future VA network security requirements. Provide unlimited support requests. Contractor shall make every effort to provide an immediate response via telephone. During peak call times, the customer shall be given the opportunity to continue to hold or leave a voicemail. The response time back from the contractor should not exceed two (2) hours. Provide two (2) on-site preventive maintenance and diagnostic checks for the GSL Solutions, Inc. equipment. On-site service/troubleshooting, if needed, will be provide in a timely manner, Monday thru Friday between the hours of 8am-5pm, Hawaii Standard Time, (except Federal Holidays as listed). Service shall be provided by a trained and authorized field service technician. Emergency repairs are deemed necessary if the situation presents an immediate danger to pharmacy personnel or prevents medication dispensing to veterans, On-site response servicing shall be provided by the first available mode of transportation. Includes all labor, travel and parts cost with unlimited on-site service request as needed. Contractor shall furnish tools, test equipment, test instruments, cleaning materials and parts required to provide service. Contractor reserves the right to replace parts, either new or refurbished, and determine the approximate sub-assembly level to replace. Replacement parts will be warranted for a period of 30 days. Service Technician shall provide a Service Report prior to leaving for the day. If the job task is still open, the Service Technician must provide a written report at the end of each day. Report shall include: date; name of service technician; work order number, name of equipment, serial number and task performed Contractor shall provide a complete testing, inspection, service repair and two (2) preventative maintenance visit during normal business hours at no charge. Contractor reserves the right to determine the preventative maintenance schedule based upon the system utilization profile and in consultation with the Pharmacy IT/Equipment Manager. Preferred pricing on scheduled preventative maintenance visit and unscheduled on-site service calls during normal business hours. Any repairs or services not within the scope of the contract must have prior authorization by the contracting officer.
