- NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to award a sole source contract to order, to Franklin Covey Client Sales, Inc. The Center for Seabees and Facilities Engineering (CSFE) requires the management of traditional classroom, web-based, and blended learning solutions to support training for the following ratings and specialties for Officer and Enlisted personnel. Only Franklin Covey identified licensed product of this particular offering will be unique and custom tailored to the staff of the Domain. The Franklin Covey, The Leading at the Speed of Trust training course and All Access Pass online content meets the minimum requirements of the government. The assessment and measurement aspect of Franklin Covey training, consulting and any related material is wholly owned by Franklin Covey and is not distributed through or provided by anyone but Franklin Covey, large business, CAGE 1PJX8. Contractor shall provide Leading at the Speed of Trust (LSOT) training course at the following locations: Center for Seabees and Facilities Engineering in Port Hueneme, CA Naval Construction Training Center in Port Hueneme, CA Naval Construction Training Center in Gulfport, MS, Det Sheppard in Sheppard, TX Fort Leonard Wood in Fort Leonard Wood, MO LSOT is a course that teaches how to resort trust in the societal, market, organization, relationship, and personal levels. In this course, one will learn: the economics of trust and its effects on speed and cost in relationships and organizations; how you can assess your credibility based on character and competence; the 13 behaviors common in people with high-trust relationships; the taxes and dividends that flow from organizational trust; how to micro trust issues in the self and in relationships flow outward to affect market reputation and societal contribution; how to be an effective leader by inspiring and extending trust; and how to restore lost trust. LSOT will promote more effective leadership and a stronger team. Franklin Covey has launched the All Access Pass (AAP) to expand our ability to impact a greater audience and to go beyond one-and-done training and to help clients embark on a learning / developmental journey over time while giving them access to content/ resources that is relevant to their competency needs, performance gap, or organizational goals. This offering comes with AAP. AAP provides access to our full library of 26 personal effectiveness and leader development programs (and over 160 On Demand mini-lessons) that could further enhance your leader development character/competence goals. All Materials needed will be provided by the contractor. The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 28 May 2019 PST via email to janet.nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
