Sources Sought Notice Number 36C26219Q0762 This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (GSA Schedule Holder, hubzone, 8(a), small business, small disadvantage, veteran owned, women owned or service disabled veteran owned small business relative to NACIS 811412 (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizopps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs, Network Contracting Office, is seeking sources to provide Simi-annual and Annual Ice Machine Cleaning, Descale and Sanitize and Filtration service in accordance with VA Loma Linda Healthcare System Policies, Occupational Safety and Health Administration (OHSA) and all local, state, and Federal policies and regulations for the VA Loma Linda Healthcare System (VALLHS). (See complete Statement of Work (SOW) below. If you are interested, and capable of providing the required services, please provide the requested information as indicated below. Response to this notice should include company name, address, phone number, and point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? Responses must be received in writing no later than 4:00 p.m. June 03, 2019. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. TITLE: The Simi-Annual and Annual Ice Machine Cleaning, Descale and Sanitize and Filtration service, For VA Loma Linda Healthcare Systems (VALLHS) Located at 11201 Benton Street, Loma Linda, Ca.92357. BACKGROUND INFORMATION: The VA Loma Linda Healthcare System (VALLHS) located at 11201 Benton Street, Loma Linda, CA, 92357 is seeking a contractor to provide Simi-Annual and Annual Ice Machine Cleaning, Descale and Sanitize and Filtration service. This service is needed to comply with the VA Loma Linda Healthcare Systems (VALLHS), Occupational Safety and Health Administration (OSHA) and Joint Commission (JC). The services shall also comply with all other local, state, and Federal policies and regulations. OBJECTIVES: The purpose of this contract is to have a Contractor to furnish all labor, materials, supplies, tools, equipment and qualified personnel to perform the Scope of Work. The below Scope of Work is based the VA and Manufacture Recommendation. I. GENERAL OVERVIEW of the SCOPE OF WORK A Preventative maintenance and disinfection protocol to be conducted as follows: 3-Step Protocol Step 1 and 2- Clean and descale 1.) Clean ice machine per manufacturer Guidelines and recommendations. Brush appropriate locations and 2.) Descale unit per manufacturer guidelines and recommendation, utilizing recommended descaling product formula when available and possible. 3.) Flush and rinse unit completely, prepare for sanitation. Step 3- Sanitize 1.) Submerge ice compression nozzle and drain lines in a solution of 200ppm Free Chlorine. 2.) Connect ice transport tube directly onto evaporator outlet port without ice compression nozzle. Fill reservoir almost to overflowing with 200ppm Free Chlorine. 3.) Restore power to ice machine (gearmotor will run; compressor and fan will not). 4.) After 10 minutes, turn compressor switch to ON position 5.) As unit starts to make ice, continue to pour 200ppm Free Chlorine into reservoir, maintaining level just below reservoir overflow. Continue to make ice with Chlorine for 3 hours. 6.) Turn power to ice machine OFF. Disconnect ice transport tube from evaporator outlet port. Rinse ice compression nozzle and drain lines in clean water and reinstall on evaporator outlet. Reconnect ice transport tube to ice compression nozzle. 7.) Flush and Drain any remaining Chlorine from evaporator. 8.) Fill reservoir almost to overflowing with 120 F (49 C) clean water to rinse. Drain. Repeat two more times. Re-clamp pinch clamp, replace drain plug, and re-secure drain tube ensuring that end of drain tube is above water level in reservoir. 9.) Open water supply valve (or unblock float) and replace reservoir cover; restore power to ice machine and ensure compressor switch is in ON position. Make ice for at least 15 minutes to flush any remaining Chlorine. Discard this ice and all ice made during sanitizing. Test reservoir water to ensure chlorine levels are <4ppm prior to putting Ice Machine back online. B. SOW Requirements and Guarantee - 30 Hour OSHA Safety Course Certified required. - Contractor shall guarantee all full service (1) yearly servicing. The VA Loma Linda will conduct validation legionella testing within 24 hours of full-service cleaning is completed. Validation positive results within this time frame will be reserviced at no charge. - Nephros filter installation and manufacturers specified disinfection procedures are to be followed and conducted for each servicing. Every 6 months. - Yearly schedule will be followed upon contract award. - Contractor shall provide necessary chemicals. - Routine Legionella testing results that require mitigation are covered under this contract SOW. Filtration Specific Requirements - Must comply with VHA Directive 1061/ ASHRAE 188-2015 - Ultra-filters to filter Environmental Protection Agency (EPA) Quality drinking water to remove microbial contaminants. - Filters to retain bacteria, Viruses and endotoxins by providing ultrapure water for patient drinking. - Must utilize existing quick connect with check valve post sterilization injection. - FDA 510K Clearance - Ice Machine filter must have 5nm (.005) micron porosity or smaller. - 15kDa particulate retention - 11-log reduction of bacteria - 8-log reduction of Viruses - 5-log reduction of endotoxins - FDA Clearance for up to 180-days Contractor shall provide and adhere to the following: Provide cleaning and disinfection labor & materials for the above services as described above. Equipment and tools for cleaning and disinfection only; no work for refrigeration provided. Report to authorized Hospital personnel before and after work has been completed. Nozzles, distribution trays and other parts to be removed & replaced as directed. Any required replacement parts to be provided by VA Loma Linda. Pictures will be taken before and after to show results of cleaning. Contractor Engineers to review work and to prepare a written report at completion of procedure. Services perform shall conform to industry standards and this statement of work (SOW), and Lockout-tagout procedure-are to done according to (OSHA Standard29 CFR 1910.147.) VA Loma Linda Healthcare Systems (VALLHS) Policies and regulations. (There is to be no one working on any electrical live (Entergized) IN/AT,) at VA Loma Linda Healthcare Systems (VALLHS). PERIOD OF PERFORMANCE Contractor shall complete work within 120 days With-in 7 days. of contract being awarded work shall begin. PLACE OF PERFORMANCE: VA Loma Linda Healthcare Systems 11201Benton Street. Loma Linda, CA 92357 LICENSING REQUIREMENTS: Offeror must be certified and possess a current certification by CSLB California State License or any other national recognized accrediting entity. Offeror must possess a 30hour Occupational Safety and Health Administration (OSHA) safety card. SPECIFIC REQUIREMENTS: Schedule with Contracting Officer Representative (COR) or Designee One (1) business days advance prior to start of work. NFPA 70E Technicians are trained to understand the specific hazards associated with electrical energy according to NFPA 70E, Standard for Electrical Safety in the Workplace. They are trained in safety related work practices and procedural requirements as necessary to provide protection from the electrical hazards associated with their respective job or task assignments. Documented safe work practices include lockout/tagout and energy isolation. Category 2 personal protective equipment is issued for electrical hazards while working on voltages between 50 and 480 volts. The VA policy is to remove the energized electrical hazard by working on de-energized circuits and by using the written lockout/tagout policies and procedures when feasible. If any work is done after hours contractor shall report to Graphic Control each and every day at the start and finish.
