- Page 4 of 4 The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Manhattan VA Medical Center, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Ortho Clinical Diagnostics at 1001 US Route 202 Raritan, NJ 08869-0606. Ortho Clinical Diagnostics will provide an Ortho Vision Analyzer and Ortho Workstation to the Manhattan VA Medical Center located at 423 E. 23rd Street New York, NY 10010. This action will result in a Firm-Fixed Price contract. This notice of intent is not a request for quotations. Any responses received no later than COB June 11, 2019 will be considered for the purposes of determining sources for future procurements. The Government will not pay for information submitted. Any information submitted in response to this notice of intent is strictly voluntary. NAICS 334516 Analytical Laboratory Instrument Manufacturing. STATEMENT OF NEED VA New York Harbor Healthcare System Manhattan Campus 423 E. 23rd Street New York, NY 10010 GENERAL INFORMATION 1. Title of Project: Automated & Manual Blood Bank Analyzers 2. Scope of Work: The Manhattan VA Medical Center is looking to purchase one Automated Ortho Vision analyzer Gel with OWS ID Tipmaster Pipettor. The automated and manual blood bank analyzers are needed to perform the full range of immunohematology testing at the Manhattan (Automated) campus, including crossmatches, cell panels, antigen testing and serial dilutions for titration studies. The analyzer must automate blood bank test processes including liquid pipetting, reagent handling, incubation, centrifugation, reaction grading and interpretation. 3. Background: The analyzers are needed at Manhattan VA Medical Center at 423 E. 23rd Street New York, NY 10010. 4. Performance Period: The contractor shall provide the deliverables required under this Statement of Need within 30 calendar days or less from date of award, unless otherwise directed by the Contracting Officer. 5.
