- N00164-14-D-JQ20-P00006 - SOLE SOURCE -Test Teardown and Evaluation (TT&E) and Repair of the repairable items (Slip Rings) and Associated Spare Parts and Test Equipment- NAICS 335312. FSC K058 Issue date 5/20/2019 close 6/20/2019 Naval Surface Warfare Center (NSWC) Crane has a requirement for failure analysis, repairs, replenishment and Provisioned Item Order (PIO) spares for the Slip Ring Assembly (P/N's 3263356-3, 3263356-4 & 3263356-5), Azimuth and Evaluation Brushes and Twist Capsule components for the repair and sustainment of several sensor systems variants within the family of Raytheon Multi-Spectral Targeting Systems (MTS). NSWC Crane Division intends to award a five (5) year, Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract modification to Moog Corporation; DBA: Moog Components Group 196024751; 1213 North Main Street, Blacksburg, VA 24060-3127. This effort will be conducted on a sole source basis in accordance with the statue authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract modification based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It has been determined that Moog Corporation is the only source capable of meeting this requirement.
