Description
The Bureau of Reclamation (BOR), Pacific Northwest Regional Office intends to issue a solicitation for the Block 31 Elevator Modernization project, at the Grand Coulee Dam, which is classified as a construction contract. The intent of this notice is to announce the impending solicitation to be released on or about 10 May 2019, for a total of 34 days, with an anticipated award date on or about 27 August 2019. The Period of Performance (POP) is anticipated to start beginning on 1 October 2019 for 12 months. As this is a construction requirement and provides a service to the Government, the non-manufacturer rule does not apply. The Block 31 Elevator, located in the Grand Coulee Block 31 Tower, is a unique elevator with two (2) modes of operation ¿ passenger and freight. The elevator is operated with two (2) DC motors in tandem and has been in operation since its original installation around 1942. The work specifications to be performed include Modernizing the Block 31 Elevator while preserving and refurbishing the existing DC motors, upgrading hoist way lighting, improving temperature controls in the machine room, and providing fire detection and alarm systems compatible with current Grand Coulee Power Office systems. Grand Coulee Dam is eligible for the National Register of Historic Places (NRHP). The Contractor shall protect the visual and character-defining features of elements to be removed, and of all elements to remain. All work shall be performed in a manner consistent with the Secretary of the Interior ¿s Standards for Rehabilitation. The applicable NAICS code is 238290, Other Building Equipment Contractors, with a size standard of $15 million, falls under the Product/Service code of Z2KA, Repair or Alteration of Dams, and will be set-aside for 100% Small Business entities. This solicitation will be issued as a Request for Proposals (RFP) per FAR Part 15.203. At minimum, the evaluation factors will include acceptability of technical proposal, past performance, and price; specific evaluation factors for the project will be included in the official solicitation. This will be a firm-fixed, price contract, and the magnitude of work is anticipated between $1,000,000 and $5,000,000. The official solicitation announcement will also post to the Federal Business Opportunity site (FBO.gov) and FedConnect site (FedConnect.net). Proposals will be accepted from all responsive and responsible small business concerns. Prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov prior to the receipt of any award. All responsible sources may submit a proposal which shall be considered by Reclamation per FAR 5.207(c)(16)(ii). Any questions regarding this announcement should be sent to mbarrett@usbr.gov.
