- ****************************************************************** INDUSTRY DAY EVENT: A-29 Program Beddown at Kainji Airbase, Kainji, Nigeria, Africa - The USACE Europe District will host an Industry Day in Abuja, Nigeria in in order support the market research efforts for this construction project. Date/time and location details for the Industry day are provided below. Contractors interested in this project are invited to pre-register and attend the industry day. ****************************************************************** INDUSTRY DAY EVENT DATE/TIME : The Industry Day event will take place on either the afternoon on 24 June 2019 or in the morning on 25 June 2019, and will likely last between two to four hours long. The exact date and time is still to be determined. Offerors that submit a by the stated deadline will be contacted directly with exact date and time details when they are finalized. INDUSTRY DAY EVENT LOCATION : The Industry Day event will take place in Abuja, Nigeria. The exact location is still to be determined. Offerors that submit an RSVP by the stated deadline will be contacted directly with exact location details when they are finalized. PRE-REGISTRATION INSTRUCTIONS TO ATTEND INDUSTRY DAY EVENT : Due to limited space at the Industry Day event, attendees may be limited to a certain number of people per Contractor. Contractors must pre-register their attendees no later than 18 June 2019 at 1500 Central European Time. To Pre-Register, send a list of the people planning to attend by email to Mark Hiscox and Joshua Mueller ( mark.a.hiscox@usace.army.mil and joshua.d.mueller@usace.army.mil ) with the following information 1) company name, 2) attendee name, 3) attendee position, 4) attendee email, 5) attendee phone, and 6) is the company interested a prime or subcontractor. An Industry Day event attendee information sheet is provided as an attachment to this announcement that may be used to pre-register (to be submitted via email). PURPOSE OF THIS ANNOUNCEMENT: The planned Industry Day event is part of a market research effort to coordinate with interested contractors in order gather information for planning purposes related to one or more construction projects as described below. A DRAFT synopsis of the projects is being posted with this announcement. The Government is seeking contractor capabilities of performing individual projects or any contractors with the capabilities to perform as one project (3 projects combined). The Government will use any feedback given to help develop these projects, to include phasing, the number of projects, etc. INDUSTRY DAY AGENDA (TENTATIVE) : The tentative agenda for the Industry Day event is as follows: a. Provide overview and general information on how to do work with the USACE for construction projects in Nigeria. b. Allow for Question and Answer session with members from the USACE Project Team. c. Provide networking opportunity for contractors and subcontractors interested in this project. NOTE: The U.S. Government will not be conducting one-on-one discussions with individual contractors at the Industry Day event. All information presented by the U.S. Government will be presented in the English language. This announcement is not a contract solicitation, request for proposal of any sort, a promise to issue any future contract, or a commitment to offer work of any kind on the part of the U.S. Government. The U.S. Government is not responsible for any costs incurred by attendees. INFORMATION ABOUT THE SERVICES TO BE PROCURED: USACE Europe District intends to issue one or more solicitations to obtain construction services for the A-29 Program Beddown at Kainji Airbase in Nigeria, Africa. These construction projects projects will be 100% Design-Bid-Build and full designs will be posted with the solicitations. A DRAFT synopsis of the projects is attached with this announcement. PLANNED SOLICITATION INFORMATION: At this time the USACE Europe district estimates the solicitation(s) will be announced around January 2020. The solicitation(s) will be subject to full and open competition (no small business set-asides or socioeconomic preference). PLANNED CONTRACT INFORMATION: The US Government intends to award up to three separate construction contracts to accomplish these projects. Phone conferences will be scheduled upon written request. This is announcement is not a solicitation. No proposals are being requested in response to this announcement, and none will be considered. DISCLOSURE OF CONSTRUCTION PROJECT MAGNITUDE: The projects will be firm fixed price (FFP). At this time the anticipated construction magnitude for all three projects combined is between $25,000,000 and $100,000,000 (see FAR 36.204 and DFARS 236.204). SPECIAL NOTICE, SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): In order to eligible for the contract award(s) resulting from any solicitation(s) that follow this announcement, Offerors are advised to take immediate action to ensure their SAM entity registration is current and/or will be current before any proposal deadlines. Any solicitation(s) following this announcement will include the provision FAR 52.204-7 SAM, and the resulting award(s) will include the clause FAR 52.204-13 SAM Maintenance. These provisions/clauses require all contractors to register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. Please take notice that the SAM has a new entity registration requirement that firms submit an "original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated." This applies to all new entity registrations and all entity registration renewals, effective 29 April 2018.
