- Description
- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (in accordance with FAR Part 13.501(a)). The proposed source is Data Sciences International located at 119 14th Street NW, St. Paul, MN 55112. The requirement is for two (2) monitors, physiologic, multipurpose, telemetric with two (2) plethysmographs, whole body for Naval Medical Research Center (NMRC). One (1) telemetric physiological monitor and one (1) whole body plethysmography (WBP) shall be used for the continuous physiological recording of small animals. One (1) telemetric physiological monitor and one (1) WBP shall be used for the continuous physiological recording of large animals. The systems shall be capable of functioning and collecting data in the hyperbaric chamber at a minimum of five (5) atmospheres of pressure, low pressure at a minimum of 18,000 feet elevation, and 100% oxygenated environment. The telemetry monitoring systems shall be capable of monitoring: heart rate, electrogcardiogram (ECG), electroencephalogram (EEG), respiratory rate, tidal volume, invasive blood pressure, temperature, and activity. The small animal telemetry monitor shall include twenty four (24) wireless telemetry implants that can be implanted in small living animals, such as rodents. The large animal telemetry monitor shall include twenty four (24) wireless telemetry implants that can be implanted in large living animals, such as swine. Both types of telemetry implants shall have four (4) biopotentials. The implanted wireless telemetry systems for both small and large animals shall be capable of continuously recording physiological parameters for a minimum of eight (8) days of recording. The telemetry implants shall have a minimum battery life of thirty (30) days. The telemetry systems shall have wireless receivers that can be housed outside of the hyperbaric chambers. The telemetry monitoring systems shall include acquisition software capable of simultaneously recording all physiologic parameters while synchronizing with physiological monitors from third-party systems, including: chamber environment parameters of pressure, temperature, oxygen, carbon dioxide, temperature, and humidity. The software shall be used to analyze how the changes in pressure and oxygen affect the physiology of the animals. The systems shall include software to analyze neurophysiological data collected. The software shall include analysis modules for sleep, diaphragmatic electromyogram, electrocardiogram, and electroencephalogram seizures of small and large animals. The WBP systems shall be chambers used to measure the live animals' respiratory function pre- and post-environmental exposure without requiring the use of anesthesia or restraint. The small animal WBP system shall include a PLEXIGLAS, Poly (methyl methacrylate), chamber that can house a rodent during the WBP tests. The large animal WBP shall include a PLEXIGLAS chamber that can house swine models with a minimum weight of 30 kg and a maximum weight of 70 kg. The telemetry monitoring systems shall include all accessories required for implant surgery and repair of the wireless telemetry implants. Each system shall include all required telemetry hardware to properly conduct telemetric testing, including: matrixes, routers, switches, and receivers. Each telemetry monitoring system shall include four (4) video cameras with infrared capabilities and all required cables to monitor small and large animal activity. Each telemetry monitoring system shall include one (1) desktop computer with one (1) desktop monitor and one (1) laptop computer. The vendor shall include a total of three (3) training slots for on-site operational trainings. The vendor shall include a total of two (2) surgical trainings for telemetry insertion surgeries. The power requirement is 110V, 60 Hz. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
