- Pre-Solicitation Notice 36C25219B0037 Project: Restore Ambulance Bay Project Number: 578-17-026 Location: Hines VA Hospital, Hines, Illinois Edward Hines VA Hospital has a requirement to restore the ambulance bay by building a new canopy structure and enclosure with the ability to address the mass decontamination requirements at the Edward Hines Jr. Veterans Affairs Hospital. The old ambulance bay was dismantled several years ago and at present there is no covered drop-off area for ambulatory patients. Users of the bay are exposed to the weather elements such as rain, snow, wind, etc. Additionally, the facility identified the need but lacks a mass decontamination area for use during major emergencies. The project magnitude price range is between $1,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard $36.5 Million applies. The project is scheduled to have a period of performance of 345 calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) will be posted to FedBizOpps (https://www.fbo.gov/) on or about March 5, 2019. The bid opening will be approximately 30 days after the solicitation is posted. A pre-bid conference/site walk-through will be scheduled during the solicitation period. The exact date, time and meeting location will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.
