Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single contract for the Seismically Retrofit Boiler Plant (Bldg #3) D-B Construction project at the Vancouver VA Medical Center (VAMC). The proposed project will be awarded as a firm-fixed-price contract utilizing design-build procedures. PROJECT DESCRIPTION: The Contractor will design and build the seismic upgrade of the Vancouver Boiler Plant Boiler as a Critical and Essential facility, for immediate occupancy after a seismic event. Work includes general construction, alterations, roads, walks, grading, drainage, site restoration, corridor alcoves, wall sheathing, ceiling sheathing, roof clips, bolting, hold downs, straps, connections, nailing, bracing, finishes, beams, rods, studs, posts, headers, necessary for the removal of existing structures and construction and certain other items. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design - Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 Million. The solicitation will be issued on or about June 20, 2019. The period of performance is approximately 240 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $5,000,000. All questions must be submitted in writing to the issuing office via email to bailey.donato@va.gov.
