Description
COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM FOR ACADEMIC AND SIMULATOR TRAINING ON THE C-37B AIRCRAFT INTRODUCTION Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy s Command Aircraft Crew Training (CACT) program for academic and simulator training on the C-37B (a Navy configured Gulfstream G550) aircraft. This acquisition is necessary to facilitate pilot, maintenance personnel and flight attendant training in the C-37B Fleet. Each of the services being acquired under this contract require use of a Federal Aviation Administration (FAA), Level D (or higher) flight simulator NAWCTSD intends to award in accordance with FAR Part 12 Acquisition of Commercial Items. A commercial, Firm-Fixed-Price (FFP) requirements contract is anticipated, with a 60-month ordering period commencing 1 April 2020. The applicable NAICS code for this requirement is 611512, with a size standard of $6 million. The Product Service Code is U099. Interested parties may identify their interest and capability to respond to the requirement no later than 2 pm, EST, 30 Jun 2019. The results of the Sources Sought will be utilized to determine sources capable of satisfying the agency s requirements. This market research tool is being used to identify potential and eligible contractors, of all sizes, prior to determining the method of acquisition. The contractor(s) must be capable of providing ALL training requirements identified and not just a portion of training. Any contractor teaming with sub-contractor(s) must propose as a single Prime Contractor. Estimated Request for Proposal release: 01 Nov 2019 Estimated Award: 30 Mar 2020. PROGRAM BACKGROUND NAWCTSD, Orlando, FL is the contracting and administrative agent for CACT programs. In accordance with this designation, NAWCTSD provides a contract vehicle and administrative support for training on the C-37B (Gulfstream G550) aircraft. This requirement is a follow-on procurement; competitively awarded to Flight Safety International (FSI): contract number: N61340-15-D-0005 (C-37B). The existing contract is a commercial, Firm Fixed Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type, due to expire 30 April 2020. REQUIRED CAPABILITIES 1. The contractor shall provide ALL of the following C-37B (G550) specific individual courses to include: C-37B (G-550) Pilot Initial Training C-37B (G-550) Pilot Recurrent Training C-37A/B (G-V/G-550) Differences Training C-37B (G-550) Crew Chief Recurrent Training C-37B (G-550) Maintenance Initial Training Flight Attendant/Emergency Initial Training Flight Attendant/Emergency Recurrent Training C-37B (G-550) Advanced Trouble Shooting C-37B G-550) Plainview Avionics training C-37B (G-550) Maintenance Update training Large Cabin Connectivity training C-37B (G-550) Advanced Rejected Takeoff Go-No-Go Training C-37B (G-550) Advanced Rejected Takeoff Go-No-Go Training Crew Chief C-37B (G-550) Advanced Upset Prevention and Recovery Training C-37B (G-550/GV-SP Series) Familiarization 2. The contractor shall provide ALL of the following individual non-aircraft specific courses to include: Pilot Initial International Procedures Training Pilot Refresher International Procedures Training. (eLearning) ICAO Enroute and Terminal RNAV Procedures (eLearning) Emergency Vision Assurances System (EVAS) Training (eLearning) 3. The C-37B training courses must be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center for the Gulfstream G-550 (C-37B) aircraft at time of training. 4. For all courses, the contractor shall provide: All the necessary facilities Certified instructors Management personnel Scheduling and administrative personnel Materials including Courseware materials needed for each course Rights for use of materials for this contracted training, training devices and simulators 5. The C-37B CACT program training courses require classroom (academic and practical) training, a Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) for aircraft system training with trainee input and trainer response capability and FAA certified level D (or higher) simulator for the C-37B (Gulfstream G-550). In lieu of the CFT or PTT, a higher order device may be used. For Flight Attendant/Emergency Training, a corporate jet cabin trainer and swimming pool shall be provided for emergency, fire drill, evacuation, and water survival training. 6. All training courses shall be stand-alone in that no contractor pre-arrival training requirements of the trainee will be allowed. (This does not apply to eLearning courses) 7. Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. 8. All training courses shall be taught in compliance with the C-37B model manager(s) approved training syllabi. 9. The contractor will be required to submit a training syllabus for each course for government approval. ADDITIONAL INFORMATION 1. Pilot initial course attendees will be designated military aviators. 2. C-37B Pilot Recurrent course attendees will be qualified military C-37B Pilot-in-Command (PIC) or second pilot military aviators that will have normally completed the C-37B pilot initial course. 3. All international procedures course attendees will be designated military aviators. ELIGIBILITY The applicable NAICS code for this requirement is 611512, with a size standard of approximately $5.5 million. The Product Service Code is U099. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. If applicable, respondents shall include their socio-economic status. Please identify SDVOSB, HUB Zone, 8(a), etc. status as applicable. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Businesses capable of accomplishing the required services are invited to submit literature, brochures and capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. Summaries shall identify, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact). Small Businesses are encouraged to identify if they are interested in being a prime or subcontractor for this effort. If interested as a prime, be sure to address all required capabilities identified above. If interested as a subcontractor, please specify which area(s) your company is interested/capable of providing support. If necessary, provide pro/con rationale of consolidating the two contracts into one. Brevity of extraneous information is desired. The proposed contract is anticipated to include tasking that would be accomplished by task orders that are subject to FAR Part 12- Acquisition of Commercial Items. The results of the sources sought synopsis will be used to assist in the determination of an acquisition strategy, if it is determined that this requirement will be an unrestricted competition, the government intends to evaluate the small-business responses and conduct further market research to identify a subcontracting goal.
