N62473-19-R-0210 SOURCES SOUGHT FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ), PRE-PRICED LINE ITEMS, FIRM FIXED PRICE CONSTRUCTION CONTRACT FOR VARIOUS PAVING PROJECTS AT MARINE CORPS BASE CAMP PENDLETON, SAN DIEGO COUNTY AND THE NAVAL WEAPONS STATION, FALLBROOK DETACHMENT, CALIFORNIA. This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within FEAD, Camp Pendleton, to facilitate the decision making process and will not be disclosed outside of the organization. This is a survey of the market for potential U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone and/or Service-Disabled Veteran-Owned Small Businesses firms capable of providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and shall not be construed as a commitment by the Government to ultimately award a contract nor does it restrict the Government to a particular acquisition approach. Respondents will not be notified of the results of the evaluation and any information submitted by respondents to this notice is strictly voluntary. All potential offerors are reminded that they must be registered in the System for Award Management (SAM) database. FEAD, Camp Pendleton is seeking SBA certified 8(a), SBA certified HUBZone and/or Service-Disabled Veteran-Owned Small Businesses firms with current relevant experience with Indefinite delivery/Indefinite quantity, Pre-Priced line items contracts, the personnel and capability for new construction and repair of asphalt and or concrete roads, parking lots, sidewalks and associated work at Marine Corps Base, Camp Pendleton and Naval Weapons Station, Fallbrook Annex. The type of work may include, labor, material, equipment, transportation, supervision and field investigations of the existing conditions, removing, patching and repairing of existing deteriorated asphalt and cement concrete paving, including base materials from road and parking areas. The contractor will furnish all labor, materials, and equipment necessary to construct and or repair and revitalize roads, parking areas or sidewalks. The work will include but not limited to cleaning and repairing existing cracks, asphalt overlays, slurry seal, installation of new asphalt, new aggregate base, cold milling of existing paving and emergency repair work. The work also includes site work incidental to paving, including but not limited to clearing and grubbing, excavation and earthwork, storm drainage systems, sidewalks, curbs and gutters, wheel stops, reflective markers, striping, signing and some demolition, disposal, as well as other incidental repairs and repair of any damages to the site caused by the related work. It also includes related materials within the North American Industry Classification System (NAICS) code listed below. NAICS code is 237310 Highway, Street and Bridge Construction with a corresponding small business size standard of $ 36.5 million. The proposed work will be procured for a base year of twelve months and two (2) one-year option period for a total of three (3) years. The estimated maximum procurement value of this contract is $4,000,000. Task Orders from this contract will range between $2,000 and $1,000,000. Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Form. 1) Contractor Information: Provide your firm s contact information. 2) Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUBZone and/or Service-Disabled Veteran-Owned Small Businesses concern. Primary and secondary NAICS Codes. 3) Bonding Capacity: Provide your surety s name, point of contract, your maximum bonding capacity per individual project and your aggregate maximum bonding capacity. 4) Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under this NAICS as indicated in this announcement within the cost range of $2,000 to $1,000,000. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of facility (office, medical, recreational buildings, BEQs); type of contract (IDIQ or other); a narrative description of the product/services provided by your firm; and customer information including point of contact, phone number, and email address. 5) Additional Information: If the project submitted was for general construction state which percentage of the total work performed was for paving services. 6) Include a copy of your company s SBA profile from http://dsbs.sba.gov and your company s System for Award Management(SAM) printout from https://www.sam.gov. Responses to this Sources Sought announcement are due no later than 2:00 p.m. (local time) on Tuesday, July 9, 2019.
