- This is a Sources Sought Notice for televisions and eVideon subscriptions as identified in the Statement of Word for the Ann Arbor VA Medical Center and the Green Road outpatient clinic. The contractor shall furnish all necessary labor, supervision, management, management support, transportation, supplies, equipment, and materials necessary to furnish the following services. The equipment to be services is provided and is subject to changes. A draft Statement of Work is attached to this notice and is subject to change should a solicitation be issued as a result of this notice. PERSONNEL QUALIFICATIONS AND REQUIREMENTS: Contract shall be an eVideon distributor and installer. Please respond if you have the ability and intent to complete this requirement. Include in your response the following information: Capabilities Statement; Company Name and Address; DUNS Number; Socioeconomic Size Status (e.g. Large, Small, WOSB, SDVOSB, etc.) Point of Contact information (name, phone, email); Whether site visit will be required/requested; FSS or GSA Contract Number, if applicable. This Sources Sought Notice is intended to locate any business capable of performance. The anticipated NAICS Code for this requirement is 334220. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All responses shall be submitted via email by Wednesday, June 5, 2019 at 10:00 AM EST. Responses shall be submitted to Jeremy Boston at Jeremy.Boston@va.gov. Scope of Work for Interactive Patient TV Expansion Background The top priority of the VA Ann Arbor Medical Center is to ensure quality care and comfort for our patients. An expansion of our current digital signage, TV displays, and patient cable and movie options would allow us to provide a more comfortable experience for our patients. The intent of this scope of work is to improve the TV s and media options in three patient room locations as well as digital signage and TV s in various locations throughout the medical center. The first location is building 6 South. The second location is Interventional Radiology. By adding the proposed TV displays, it allows the patients to watch TV or movies, and allows staff to provide patient education more easily. The third location is the Green Road Outpatient Clinic. The clinic currently has TV s in place but needs an upgrade to the media we are offering to our patients at this location. The intent of this work shall be for the awardee to use the government furnished property, provide additional equipment, complete programming, and integration resulting in a complete upgrade that functions to the VA s specifications as detailed in the scope. The intent of this scope is to provide a better experience for patients while in patient and waiting rooms, to give our staff the ability to use these new upgrades for patient education, and to provide more digital signage throughout the medical center to aid in wayfinding and public relations. Scope Contractor shall uninstall and separate parts to be retained/reused (as GFE) from parts handed back for disposal/recycling by the VA. Supply all parts and labor required to install. Commission and test the new system including the eVideon systems on equipment detailed below. Provide all final documentation deliverables including original operator manuals, source code and as-built CAD drawings for the completed system. Provide training on the for local staff on the eVideon Interactive Patient system. Training shall consist of 8 hours in no more than 1-hour increments. Provide 1 year plus 4 option years of interactive patient TV system software licensing and 24/7 support for 194 patient locations and 74 digital signage locations. Provide 1 year plus 4 option years of a minimum of 80 Hollywood movie subscription to reside on the in-house eVideon Video on Demand system to accommodate 138 beds. For the eVideon Video on Demand System: Suggest an initial library of titles based on region and popular titles of other VA facilities Work with Ann Arbor VA to determine final list of initial movies Integrate movies into the existing eVideon Video on Demand system Provide and integrate movie posters, thumbnails and metadata for patient selection Each quarter (4x/year) the contractor shall: Replace up to 25% of the movies Generate reports of current usage Provide list of overall new titles Provide list of suggested cycling based on reports Integrate movies into the existing eVideon Video on Demand system Provide and integrate movie posters, thumbnails and metadata for patient selection The contractor shall coordinate with our current content provider to source the educational content. The subscriptions shall be pro-rated or rated as such that the end cycle dates for the educational subscriptions will occur at the same time as the current eVideon subscriptions. The contractor shall charge for the education subscriptions when charging for the eVideon subscriptions renewals so that one payment will cover all content license renewals. It will then be the contractor s responsibility to provide the educational subscription services. 6 South In the 30 patient rooms, the contractor shall provide 30 Hospital Grade 43 4K Smart TV, Web OS 3.5 or 4.0 (43UV770M) or equal based on the salient characteristics below and provide 35 (one for each room plus 5 spares) Pillow Speakers. In the Patient waiting room, provide 1 Commercial Grade 55 4K Smart TV, Web OS 3.5 or 4.0 (55UU770H) or equal based on the salient characteristics below, with Tilt Mount. Licensing as required for all TV locations shall be provided by the contractor. The contractor shall provide programming of equipment into existing eVideon interactive patient TV system for all TV locations. The patient rooms currently have mounts installed, so new mounts are not needed. All cabling is currently in place in all these locations but two. Running the coax cable to these two locations will not be the responsibility of the contractor. Digital Signage throughout Ann Arbor VA Medical Center 2215 Fuller Road, Ann Arbor, MI 48105 The contractor shall provide the following commercial grade 4K Smart TVs, Web OS 4.0 commercial grade TV s with tilt mounts as follows. TV s shall be of the same manufacturer as the 30 Hospital Grade TVs listed above: Smart TV QTY Tilt Mount QTY 32" 10 9 49" 21 18 55" 3 2 65" 15 14 75 1 0 Total 50 44 The contractor shall provide licensing as required and integrate the solution into the existing eVideon interactive patient TV system. 12 hours of design work shall be supplied by the contractor. Running coax cable to these locations will not be the responsibility of the contractor. Interventional Radiology The contractor shall provide and install 12, 19 Smart Touch Screen IPTV with Ceiling Mounts. Data cabling to nearest telecom closet (approx. 150 ) and power over coax will need to be supplied by the contractor. The proposed solution shall work with the existing eVideon interactive patient TV system. Provide licensing as required. Installation shall occur when the Radiology department is closed (typically evenings and weekends). Interconnect into existing eVideon interactive patient TV system. The touch screen interface shall include the following: i. Welcome ii. Watch TV (IPTV) iii. Patient Education (see below) iv. Relaxation (use existing content) v. Patient Survey The contractor shall Integrate appropriate titles from the existing education video library in order to allow patients and staff access through the touch screen interface (iii). The installed system shall allow future integration of additional videos if Ann Arbor staff chooses to obtain additional content. In the patient waiting room, the contractor shall provide 1 Commercial Grade 55 4K Smart TV, Web OS 3.5 or 4.0 (55UU770H) or equal based on the salient characteristics below, with Tilt/Swivel Mount. Data cabling to nearest telecom closet (approx. 150 ) in this location will be the responsibility of the contractor. The solution shall integrate the TV s with existing eVideon Interactive Patient TV system. Green Road Outpatient Clinic The contractor shall provide and install 1 24-channel QAM to IP appliance and shall include 3-year manufacturer s warranty. The contractor shall coordinate owner efforts with local CATV provider (Comcast) and provide Wide Area Network (WAN) assistance with Owner as necessary Interconnect CATV demark and owner provided Ethernet network. The solution shall interconnect into existing eVideon interactive patient TV system for access to existing patient education library and relaxation content. All TV s, mounts, and coax cables are currently in place at this location. The contractor shall provide programming and channel selection assistance as well. Additional Requirements The contractor shall notify the COR immediately if any government furnished equipment is found to be not functional or incompatible. The government will either provide replacement equipment, negotiate a modification to the contract to require the contractor to provide replacement equipment, or provide direction to resolve the issue. Within 10 business days of award, the contractor shall arrange a meeting (kickoff) to introduce the project team and review/confirm with VA key personnel, SOW, and project plan prior to ordering parts. Following the initial meeting and in accordance with the delivery schedule and normal manufacturer lead times, required parts will be ordered. Unless otherwise stated, parts are shipped to a contractor-owned, climate-controlled commercial property for off-site storage, integration, and staging. Once project is started, VA will provide locked storage in a climate-controlled area, this area will be large enough for anything that the contractor will need to store during this project. The storage area will be located in the same building as the project locations. Any and all parts/supplies provided by contractor shall be new, sourced from the manufacturer or authorized channel/reseller/distributor, and convey to the government with original manufacturer warranty rights, accessories, and manuals. Contractor will re-use parts as designated/directed by the VA and reinstall and integrate GFP with the newly supplied commercial items to be supplied by Contractor to form a complete, functional system. Contractor will uninstall prior equipment, cabling etc. that will not get reused and remove from premises for recycling/disposal. Installing company shall be able to respond within one hour and be on site to troubleshoot within four hours during the one-year warranty period. The project will need a project manager identified, a project engineer and a lead installer identified. A proposed installation schedule along with installing company address, and at least two jobs that are similar in size and scope with reference phone numbers shall be submitted with proposals.
