- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals, proposal abstracts, bids, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Great Lakes Acquisition Center (GLAC) is soliciting businesses to provide continued on-line access to StaffReady, an electronic web-based software platform and technical support service, to manage the VISN 12 PLMS employee competency assessment program. The system allows the Pathology and Laboratory Medicine Service to manage competency at all participating laboratory sites for approximately 401 450 laboratorians. It is understood that all Contractors submitting a response to this Sources Sought will have an established business with three (3) years of consecutive experience in performing these types of services at healthcare facilities. The Contractor must also be licensed and authorized to perform services on all the equipment listed. The Contractor shall furnish continuous access, training, software maintenance and upgrades, and remote technical support to complete the required services. The following NAICS Code and Small Business Size Standard has been identified for this requirement: 541519 Other Computer Related Services with a Size Standard of $27.5 Million in annual revenue. Interested parties shall provide a brief overview of their firm s capabilities and past experience with projects similar in size and scope of this project. Capability statements shall also include: DUNS number Organization Name and Assumed Name/dba (if applicable) Organization Address Point of Contact (including name, title, addresses, telephone number, fax number and Email address) Business size (small business or other than small business) Socio-economic status (If SDVOSB or VOSB provide SDVOSB or VOSB CVE verification) Organization experience in performing these types of services Copies of applicable certifications and/or accreditations (All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments.) Firms shall identify whether they are a small business or other than small business in accordance with the size standard for NAICS code 541519. If another NAICS code may be applicable, please identify the NAICS in your capability statement along with your corresponding socio-economic status. STATEMENT OF WORK VISN 12 PLMS Competency Management System & Support Scope of Procurement The purpose and scope of this procurement is to obtain continued on-line access to StaffReady, an electronic web-based software platform and technical support service, to manage the VISN 12 PLMS employee competency assessment program. James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois VA Illiana Health Care System, Danville, Illinois Appleton Community-Based Outpatient Clinic, Appleton, Wisconsin Green Bay Community-Based Outpatient Clinic, Green Bay, Wisconsin Rockford Community-Based Outpatient Clinic, Rockford, Illinois Adam Benjamin, Jr. VA Outpatient Clinic, Crown Point, Indiana Bob Michel Community-Based Outpatient Clinic, Peoria, Illinois General Requirements VISN 12 Laboratories implemented the StaffReady Competency Management Program after initial procurement in August of 2017. The following requirements apply to the continued use of the product: The software must have the ability to customize employee competency profiles based on their job duties with minimal/no manual intervention required. Software package must be a commercial off-the-shelf product. Software must be compatible with the VHA browser in-use (currently Internet Explorer 11) The software must have the ability to enable multiple users at each site to access the system simultaneously. The software must provide a unique password for all employees with the ability to track supervisory and employee electronic signatures, as needed. The software must have the ability to define roles and responsibilities to different levels of employees. The software must have the ability to have customized levels of permissions with multiple system administrators allowed. Unlimited data storage. The software must have the ability to manage all six elements of competency for all test systems as mandated by Clinical Laboratory Improvement Amendments (CLIA) and College of American Pathologists (CAP) including: direct observation of test performance monitoring and recording of test results review of test results direct observation of maintenance performance assessment of test performance through blind sample testing or proficiency sample testing evaluation of problem solving skills The software must have the ability to manage all six elements of competencies listed above for the defined timeframes of semiannually during the first year of the employees duties and annually thereafter. In addition the software must be able to manage remediation of a failed element. The software must have the ability to auto grade for all six elements of competency listed above. The software must provide concurrent, unlimited (24/7/365) access for approximately 401 to 450 unique user profiles. Software upgrades, including updates to the current version, must be provided as they become available.
