Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. At this time, questions concerning the composition and requirements for a future Request for Quote will not be entertained. Subject: The Department of Veterans Affairs is conducting market research in order to provide a service agreement for the Hershel Woody Williams.VA Medical Center. The government anticipates awarding a Firm Fixed Price award contract with option years that will provide a service agreement for Matting Services see below attachment. OBJECTIVE: See attachment. A through description of experience in managing support requirements of this nature. 5.0 CONTACT INFORMATION: Any questions related to this Sources Sought shall be directed to mark Smith at Mark.Smith25@va.gov All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to Mark.Smith25@va.gov no later than 3:00 pm EST on 6/07/2019 ATTACHMENT 1 STATEMENT OF WORK Scope Keeping hospital entrances (and other areas throughout the facility) clean and safe is very important for our visitors, patients and staff and especially our veterans. By providing carpet matting, this requirement fits the cleaning and safety issues. The rental matting company that is awarded will provide this cleaning. They will also be responsible for any safety issues that arise while providing this service. The awarded contractor will exchange out the matting throughout the facility every two weeks. There are varied sizes of the matting to accommodate the different hospital entrances. Requirements The awarded rental matting company is required to pickup old rental matting and install new rental matting in the main hospital on a scheduled day once every two weeks. The sizes of mats and the requested amount for each are as follows: 3 x 10 : 14 gray mats requested 3 x 4 : 11 gray mats requested 4 x 6 : 31 gray mats requested Total of 56 mats. All mats must meet the criteria listed below: Be stain resistant, color fast and permanently anti-static. Must be easily maintained by vacuuming and periodic extractions. Mats must have a heavy rubber backing that prevents slippage and mat movement. The heavy rubber backing must also keep the Mat from experiencing buckling edges and curling. Mats must be 90 Mil Weight or heavier. Mats must be National Floor Safety Institute (NFSI) Certified for high traffic Mats must be in the top 90% when tested for Transitional Coefficient of Friction (FCOF) for greater slip resistance to meet industry safety regulations Mats must be designed to handle Frequent abuse from foot, wheel and cart traffic and be suitable for use in high traffic areas such entryways and hallways. Note: Refer to Table 1.1 below for the location and amounts of mats per building or area. The mats are located in the entranceways of the main hospital, Canteen Building 4, Buildings 5, 6, 7, 8, 20 and trailers 1, 2, 3, 4 & 5. Note: The number and location of mats can change during the term of this contract and is at the discretion of the Contracting Officer (CO) and the Contracting Officer Representative (COR).
