- FLC Norfolk Philadelphia Office intends to procure, on behalf of Navy Medicine Professional Development Center (NMPDC), continued Sugar, Temperature, Airway, Blood Pressure, Lab, and Emotional Support (STABLE) Lead Instructor training which teaches newborn stabilization after initial neonatal resuscitation and pre-transport and transport stabilization. This follow-on requirement will continue the S.T.A.B.L.E. learner courses designed to train all members of the perinatal healthcare team. The S.T.A.B.L.E. curriculum is applicable for both tertiary and non-tertiary care setting to augment unit orientation as well as support continuing education for members of the perinatal healthcare team. The S.T.A.B.L.E. program stresses teamwork and communication with the firm belief that a uniform, standardized process of care and a comprehensive team approach can improve patient safety and ultimately, infant outcomes. The Period of Performance is 1 October 2019 through 30 September 2020 with four, one-year option periods, if exercised in accordance with FAR 52.217-9. This is a sole source action that will be awarded to S.T.A.B.L.E., LLC. S.T.A.B.L.E., LLC is the only firm who can provide the required services for the acquisition. The statutory authority permitting other than full and open competition is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). Solicitation number is N0018919QZ259. A sources sought (under the solicitation number N0018919RZ060) was posted regarding this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Parts 12 and 13.5. The applicable NAICS and size standard are 813920 and $14M respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government.
