- THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. (f) Please review the service requirements /statement of work/performance work statement (if applicable) and provide feedback or suggestions. If none, please reply as N/A. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. The impending solicitation is for the relocation of the secondary master medical gas alarm panel for the VA San Diego (3350 La Jolla Village Dr., San Diego, CA 92161-0002) Healthcare Systems. According to NFPA 99, and Health Care Facilities Code 5.1.9.2.1, The master alarm system shall consist of two or more alarm panels located in at least two separate locations: One master alarm shall be located in the office or work space of the on-site individual responsible for the maintenance of the medical gas and vacuum and piping system. In order to ensure continuous surveillance of the medical gas and vacuum systems while the facility is in operation, the second master alarm panel shall be located in an area of continuous observation. The existing secondary master medical gas panel is located in room BB113A, this space is not manned 24/7. This panel shall be relocated to room 1505E-1, Police Services, for continuous surveillance. GENERAL REQUIREMENTS: The contractor shall: Install junction panel above room BB113A. Label all cabling to be moved. Install 2 conduit run with pull boxes between rooms BB113A and 1505E-1 Pull necessary cabling between junction panel and room 1505E-1. Remove gas alarm panel in room BB113A and re-install in room 1505E-1. Provide Emergency power circuit, 20a, 120VAC for new gas panel location. Conduct operational test of alarm panel after 3rd party terminates all connections. CONTRACTOR QUALIFICATIONS & OTHER RESPONSIBLITES: Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the Federal Government. Furthermore, contractor and contractor s employees performing on this contract shall have the following qualification, experience, licenses, and certifications: Contractor and/or contractor s employee(s) performing on this contract shall be asbestos certified because VASDHS has asbestos in the building. This asbestos requirement only applies to personnel who will do the physical installation of the equipment and peripheral parts. All other personnel that will not disturb or contact asbestos, will not be required to have an asbestos certification. Contractor shall provide the following certificates for assigned personnel prior to the performance of the contract: Current 16-hour Operation and Maintenance Asbestos Training Current Respirator fit test. The Government reserves the right to accept or reject Contractor s employee for the rendering of services. Complaints concerning Contract Personnel s performance or conduct will be dealt with by the Contractor and COR with the final decision being made by the Contracting Officer. SAFETY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering on VASDHS shall comply with applicable Federal, State, and VA safety and fire regulations and codes, which are in effect during the performance period of the contract. Contractor shall perform work in strict accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property. Contractor shall comply with all applicable Federal, State, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926, NFPA 70E, Article 130.7 29 CFR 1910.132(d)(1)(iii), 29CFR1910.137 Contractor shall provide all necessary tools, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. The work for the intended contract shall be performed within 60 days of the award date. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov prior to proposal submission.
