- Page 1 of 2 EXPRESSION OF INTEREST SOUGHT This advertisement is not a solicitation for offers. THERE IS NO SOLICITATION AT THIS TIME. This is a request for information only and does not constitute a request for proposals. Submission of any information in response to this advertisement is entirely voluntary. The Government assumes no financial responsibility for any costs incurred in association with this request. The Department of Veterans Affairs, VAMC Louisville, KY desires to lease sufficient rentable square footage (RSF) of space to yield approximately 25,000 ANSI/BOMA (ABOA) square feet for use as a Community Based Outpatient Clinic in Louisville, Jefferson County, Kentucky. The Department of Veterans Affairs will only consider existing space of sound and substantial construction with the ability to meet all current Federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, sustainability, zoning, OSHA, Joint Commission, and seismic protection standards per the terms of the Lease. On-site parking for one hundred twenty-five (125) vehicles is required. A fully serviced lease is required. The following services are required: all utilities (to include cable tv or satellite), guest wi-fi, VA-LAN, landscaping, trash removal, cleaning, maintenance, building management, alarm service, security, and building repairs. The leased space shall be in compliance with the requirements of Federal Facility Security Level (FSL) II, and VA Office of Information & Technology Design Guide, February 2011. Design, construction and alteration of leased space shall comply with local codes and ordinances together with the Architectural Barriers Act Accessibility Standards VA Technical Information Library (TIL) (ABA-AS), and VA Barrier Free Design Guide. A lease term up to twenty (20) years will be considered. Offered space shall not be in the 100-year flood plain. ONLY EXISTING SPACE WITHIN OR FRONTING ON THE FOLLOWING BOUNDARIES IN LOUISVILLE, KY WILL BE CONSIDERED: City limits of Shively, Kentucky within the Louisville Metropolitan area in Jefferson County Kentucky. Zip codes 40216 and 40215 are considered within the delineated area for the requirement. ADDITIONAL REQUIREMENTS: Space must be contiguous Space must be on one (1) or no more than three (3) contiguous floors Must be zoned for the Government s intended use Space must be capable of meeting FSL II Security requirements Must be fully-serviced to include daytime janitorial service Expressions of Interest must be submitted to and received by the Contract Specialist in writing or by electronic mail no later than 3:00 PM Central Time, Friday, March 22, 2019 and MUST contain all of the following information in order to be deemed compliant and eligible for further consideration: EXPRESSION OF INTEREST CAPABILITIES STATEMENT Property owner name; DUNS Number; Address; Proof of Ownership; Point of contact (if Agent or Broker, must submit notarized authorization from owner); Phone number; Email address; The address and description of proposed property, (to include: floor plan, ABOA and RSF, parking, and zoning and when it will be available); Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services and utilities included; Evidence of current financial capability; and A summary of any current, (last 5 years), relevant past experience managing commercial or Federal health care facilities of a similar size and scope. This is not a solicitation for offers nor a request for lease proposal. The Government will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. The Government will pay no more than the appraised fair rental value for space.
