IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, Florida has a requirement of Redevelopment and Modernization (R and M) of two undersea ocean ranges. The tasking addresses the system production engineering, integration, manufacturing, installation, and checkout of an Ocean Sensor Subsystem (OSS), the Sea-Shore Interface (SSI), and related Shore Electronics Subsystems (SES), for both BARSTUR and AUTEC. The installation tasks in will be exercised only after the Government (Government Furnished Information [GFI] has obtained the necessary environmental approvals and permits. The USWTR Government Property (GFP) subsystems will include the Underwater Communication Subsystem (UCS), Acoustic Signal Processor (ASP), and Underwater Tracking Subsystem (UTS). The contractor delivered SES shall interface with the GFP UCS and GFP ASP. The BARSTUR/AUTEC hardware shall be installed be installed in the ocean environment at depth no greater than 2000 meters. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool used to determine potential and eligible contractors prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY: The PSC for this requirement is 5845; the NAICS is 334511 which is for search, detection, navigation, guidance, aeronautical, and nautical systems and instrument manufacturing and has a size standard of 1,250 employees. PROGRAM BACKGROUND: The Naval Aviation Training Systems, PMA205 has a requirement for the Redevelopment and Modernization (R and M) of two undersea ocean ranges. The efforts will include system production engineering, integration, manufacturing, installation, and checkout of an Ocean Sensor Subsystem (OSS) in water depths down to 2,000 meters, a Sea-Shore Interface (SSI), and related Shore Electronics Subsystems (SES) for this procurement. The first range is the Barking Sands Tactical Underwater Range (BARSTUR) at Pacific Missile Range Facility (PMRF), located on the west side of the Hawaiian island of Kauai, Anti-submarine Warfare (ASW) training. It provides a full spectrum of range support, underwater instrumentation, telemetry, remote target command and control, communications, and data display and processing. The second range is at Atlantic Undersea Test and Evaluation Center (AUTEC) located in the Tongue of the Ocean (TOTO), a deep-ocean basin, in water depths down to 2,000 meters. The main AUTEC support base and downrange tracking stations are on Andros Island in the Bahamas, just west of Nassau and about 180 nautical miles (333 km) southeast of West Palm Beach, Florida. The range covers the entire spectrum of undersea simulated warfare calibration, classifications, detection, and destruction. Two undersea ranges shall be delivered per a statement of work and in-water system specification. The requirements will address the following; Program Management/System Engineering; Production Engineering; OSS and SES production engineering verification Testing; cable procurement and testing; OSS procurement, production, and testing; in-water system installation and testing; and post installation testing and maintenance demonstration. Deliverable spares of production end items shall be part of the delivery. The delivery goal shall be a common in-water system for both ranges. The Undersea Ranges and corresponding data will be acquired on a Firm Fixed Price and Cost Plus Fixed Fee basis. It is anticipated that this requirement will be solicited as a single-award contract with a ceiling of approximately $200 Million with the associated PSC 5845 and NAICS 334511. Interested companies shall provide a written response to this announcement consisting of the following: What type of work has your company performed in the past in support of the same or similar requirement? Provide an explanation of the magnitude of the work performed on the same or similar requirements. What is the technology readiness level of previous work performed? Has your company managed a team of subcontractors before? Has your firm performed Independent Research and Development (IR and D) for underwater range technology in the past 5 years? If so, please summarize. Does your company have the production capacity to manufacture two ranges simultaneously? Identify your business size IAW the 1250 employee size standard; also identify any socio-economic category(ies) applicable to your firm. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of Similarly Situated Entity and changes the 50% calculation for compliance with the clause. Small business primes may now count first tier subcontracted work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize similarly situated entities to meet the Limitations on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government s capability determination. All responses must include the following information: company name, CAGE code and company address. Successful awardees will be required to have a Government approved accounting system upon contract award. Responses are to be no more than five pages in length using 12-point Times New Roman font. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
