Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0023. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) FAC 2019-02TA effective May 6, 2019. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Description of Requirements: The US Fish and Wildlife Service (USFWS) needs security fencing around Building 413, at Yukon Delta National Wildlife Refuge, located at the end of BIA Road in Bethel, Alaska. Building 413 has been identified as an attractive nuisance and requires security fencing. The fence will protect building 413 as required by the Alaska Department of Environmental Conservation to control public access due to environmental health and safety concerns while awaiting future demolition of the building. The gate replacement is considered an optional line item. Requirements Provide and Install: - approximately 1100' X 8' (LF) Commercial grade chain fencing - Top rail (standard) for entire enclosure with cross braces as needed. - Intermediate Posts, equi-distant but not further than 10 feet apart - One (1) double 12' gate, for a total of 24' opening - to be located per accompanying diagram on the existing road. The gate must not be suspended on hinges but rather it must have heavy duty wheels for support. - Eight (8) posts for corner and gate posts: - Six (6) 6.625" X 11' for corner posts - Two (2) 6.625" X 11' for gate attachment - Set intermediate posts in concrete minimum 9.5" x 36", 2500 PSI Concrete. Crown top, set 3 inches below finish grade - Set Corner and Gate posts in concrete minimum 20" x 42", 2500 PSI Concrete. Crown top, set 3 inches below finish grade. Additional Requirements: - All Chain link materials and installations shall conform to ASTM Standards F567, F900, F1043 and F1083 - All accessories included per ASTM F567 including: Top Rails, tension wire, tie wires and clips, post caps, cross bracing, and gate latches. - Contractor to remove all debris from work and staging sites after completion of work. - The work is subject to observation and/or inspection by USFWS at any time including a final inspection - Installer must have minimum 5 years' experience installing commercial fencing. - Apply for a permit with the City of Bethel for installing the fence line. - Coordinate with the COR prior to mobilizing to the site to ensure regulatory notification is completed. - Area is heavily covered with alder trees; brush removal will be required. Cut 10' wide path for fence placement. Cut alders shall be chipped and staged inside the new fence gate. - Health and safety plan shall be submitted and approved by the USFWS prior to mobilizing. - Submit a replacement proposal for the main yellow gate to the site, located on Old BIA Road. Submit recommendation(s) of gate replacement to USFWS. The post are in good condition. If recommendation is acceptable to the USFWS, gate replacement will be awarded as an optional line item. Optional Line Item 1: - Provide and install: new gate for the main entrance to the into the site. Deliverables: Health and Safety Plan and a copy of the City of Bethel permit.
