- N0016419QA001 - Process Equipment Maintenance and Repair Blanket Purhase Agreement (BPA) - FSC 4940 - NAICS 811219 This is a synopsis for items prepared in accordance with the format in FAR 13.303, Blanket Purchase Agreements, as supplemented by Department of Defense and Navy regulations and policies as well as the additional information incldued in this notice. This is an invite to small business concerns that are interested in becoming a prospective vendor on the Blanket Purchase Agreement (BPA) for various maintenance and repair to process equipment orders.The awards issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), Department of Defense FAR (DFARS). On 1 MAY 2019 from 1:00-2:00pm ET NSWC Crane will hold an Industry Day event at Westgate to reivew the BPA Statement of Work, including some possible scenarios, and answer any questions that potential vendors may have in response to the BPA Statement of Work. This is a small business set-aside in accordance with FAR 52.219-9. This effort encompasses maintenance, repair, diagnostic, inspection, and modification services to a variety of equipment and equipment support systems to carry out the Research, Development, Testing and Evaluation (RDTE) mission at Naval Surface Warfare Center, Crane Division (NSWC Crane) and Lake Glendora. The equipment maintenance includes, but is not limited to fabrication, concrete/masonry, mechanical, electrical, insulation, coatings, and diagnostic services. The support equipment includes the following but not limited to process air handling systems, HVAC, chilled water systems, pneumatic systems, electronic control systems, and structural support systems. NSWC Crane intends to issue multuple Blanket Purchase Agreements (BPAs) in accordance with Simplified Acquisition procedures, Part 13.303 of the FAR to support the following types of requirements: Category 1) Fabrication a. Welded Connections (carbon steel, stainless steel, aluminum) - AWS certified welders required b. Mechanical Connections (drilled/bolted) c. Cutting, drilling, creating new work Category 2) Concrete/Masonry a. Equipment Foundation and/or Isolation Pads b. Core Drilling c. Grouting d. Floor Grinding Category 3) Mechanical a. Process Air Handling Systems (fume hoods, scrubbers, filters, dust collection) b. HVAC Systems c. Piping Systems (water, glycol mix, other) d. Hydraulic Systems e. Pneumatic Systems f. Refrigeration Systems - EPA certification required g. Pumps h. Test/Adjust/Balance (TAB) & Commissioning - National Environmental Balancing Bureau, Inc. (NEBB) or Testing Adjusting Balancing Bureau (TABB) certification required Category 4) Electrical a. Control Systems b. Grounding c. Phone/Data d. Motors/Motor Starters/Motor Control Centers - Rockwell Automation certification (?) Category 5) Insulation a. Loose Fill Insulation (fiberglass, mineral wool, plastic fibers, natural fibers, cellulose) b. Piping Insulation c. Rigid Polystyrene d. Spray Polyurethane Foam (open-cell, closed-cell) e. Seals/Weather Stripping Category 6) Coatings a. Primer/Paint b. Powder Coating Category 7) Diagnostic Services a. Alignment Analysis b. Vibration Analysis c. Fluid Sampling and Analysis d. Data Logging/Data Collection and Analysis e. Inspection Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily availbale and thus eliminate the need for repetitive costly re-procurements. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government is estimating that a formal Request for Quote (RFQ) will be issued on FBO in late MAY 2019. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish BPAs with small businesses. Individual call numbers shall not exceed the Simplified Acquisition Threshold of $250,000.00. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. There is no minimum or maximum Government obligation. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (MAY 2013), the Govenrment will utilize Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requrests for payment. BPAs will be issued on the basis of past performance and capabiltiy. Past performance will be evaluated based on the relevance of the past performance and the quality and timeliness of delivery. The Government reserves the right to use additional past performance references if necessary beyond those submitted by the contractors. Responsibility determinations will precede issuance of a BPA and will be conducted in accordance with FAR 9.104. All BPA calls/orders shall be issued on a firm fixed price basis and FAR 52.213-4 along with applicable DFARS clauses.
