- Software Development Services ¿ Quick Event Detection The U.S. Geological Survey requires professional software development services to enhance smartphone based, Android platform earthquake early warning (EEW) software referred to as ¿quick event detection, ¿ or ¿QED. ¿ The QED software utilizes the built-in accelerometers and communication capability of smartphones, in conjunction with an on-board or accessory GNSS chip. The two sensors provide complementary earthquake shaking and ground displacement information that can be combined into real-time EEW metrics. Much of the global population exposed to high earthquake and tsunami risk does not benefit from EEW systems due to the high cost of such systems. This problem is particularly acute in South and Central America. Expansion of smartphone-based QED has the potential to bring basic EEW to millions of people in developing countries. The proposed contract is a single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five (5) years and an ordering ceiling not-to-exceed $1M. We intend to utilize the procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with the procedures of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, as software development is a commercial service. Orders will be placed for specific development tasks as the software matures and funding becomes available. Individual task orders will be firm-fixed-price with objective deliverables whenever possible; however, from time-to-time labor hours tasks may be agreed-upon for more nebulous development work. The statement of work will be published with the Request for Quotations (RFQ), which we tentatively expect to be available approximately the week of 06/10/2019. The applicable product/service code is D308, ¿IT and Telecom ¿ Programming. ¿ The applicable NAICS code is 541511, ¿Custom Computer Programming Services, ¿ size standard $27.5M. This action is set aside for small business concerns and there is no incumbent contractor, however the QED program as it exists today was developed in conjunction with GISmatters, based in Amherst, MA. Prospective contractors do not need to respond to this presolicitation notice.
