Description
SYNOPSIS Supercritical Fluid Chromatograph Subscription at EPA NVFEL The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technologies Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase one (1) supercritical fluid chromatograph (SFC) with the option to extend the warranty for up to 4 additional years. The acquisition of this Commercial item will be solicited as a small business set-aside and will be processed in accordance with FAR Parts 12 and FAR 13 under the Simplified and Commercial acquisition procedures. The North American Industry Classification System (NAICS) code is 334516 “ Analytical Laboratory Equipment and Supplies with a size standard of 1,000 employees. This acquisition pertains to the purchase of one new supercritical fluid chromatograph capable of measuring olefins in gasoline in accordance with ASTM D6550 and aromatics in diesel fuels in accordance with ASTM D5186 for the NVFEL Chemistry Laboratory at a firm fixed price awarded to the lowest price technically acceptable proposal. The SFC shall be compatible of the following: 1.1.1. Shall be compatible with packed and capillary columns 1.1.2. Shall not require a separate chiller for cooling of the pump-head 1.1.3. Shall use electronic pressure control for gas control 1.1.4. Shall include a minimum of 1 flame ionization detector 1.1.5. Shall use supercritical carbon dioxide as the mobile phase 1.1.6. Shall come equipped with all analytical columns necessary to conduct testing in accordance with ASTM D6550 and ASTM D5186 1.1.7. Shall have an oven capable of reaching temperatures up to 400 °C and a temperature resolution no greater than 0.1 °C 1.1.8. Shall have a pump pressure range of 60 to 400 atm 1.1.9. Shall use a secondary oven to maintain operating temperature of the silver analytical column required for ASTM D6550 1.1.10. Shall include an autosampler using positive displacement injection technique 1.1.10.1. Positive displacement shall not require the use of air, helium or other inert gas 1.1.11. Shall be powered by 110-120V 1.1.12. Shall include connectivity to external printers and computers 1.1.12.1. Including a minimum of 1 RJ45 ethernet port 1.1.13. No computer, monitor, nor printer shall be included, these shall be supplied by NVFEL 1.1.13.1. It is required that the contractor to note the operating system required for the instrument software as part of their bid during solicitation 1.1.14. Physical Dimensions of the SFC (excluding the autosampler) 1.1.14.1. Shall not exceed 42 cm x 47 cm x 68 cm (W x D x H) 1.1.15. shall warranty all parts, labor, control systems, and equipment for the performance and functionality of its systems for a minimum of one year after formal EPA system acceptance and approval. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
