Description
PRESOLICITATION NOTICE for Replacing Membrane Roofs at Lincoln Boyhood National Memorial Visitor Center, located in Lincoln City, IN. DESCRIPTION: On or about June 11, 2019, the National Park Service (NPS), Midwest Region, Missouri Major Acquisition Buying Office, intends to issue a Request for Quotation (RFQ) 140P6218Q0021 to solicit quotations for removal and replacement of the EPDM membrane roofing system at the Lincoln Boyhood National Memorial Visitor Center, Park Address: 3027 E. South Street, Lincoln City, Indiana. The Contractor is to furnish all personnel, equipment, tools, supplies, materials, supervision, and other items and services necessary to decommission, dispose of, and replace Visitor Center End Hall EPDM roofs and associated EPDM components. 1. Work is only to take place on roofs covering the Nancy Hanks Lincoln and Abraham Lincoln Halls of the Visitor Center. Work only to include replacement of EPDM "gutter" portion of roofs. No work to take place on the EPDM roof covering the cloister hallway, auditorium or office areas of the Visitor Center. Contractor shall limit foot traffic and install temporary walkway protection on existing EPDM roofing not being replaced. No work to take place on copper roof over end halls, except for necessary modifications to the outer 10 inch copper roof edge that transitions to EPDM. All work required by the project documents shall be accomplished by the contractor. Work must be performed to prevent damage to historic fabric of structure. 2. Roofing systems to be replaced are located at two separate sections of the building and located over the two end halls of the Visitor Center. Contractor shall start and finish roofing system removal and replacement on one section before moving on to roof removal and replacement of the other section. This requires all work from tear-off to installation be completed independently, one roof at a time. 3. The work includes the removal and replacement of the EPDM roof systems over the Visitor Center ends halls with a fully adhered 60 mil reinforced EPDM membrane system. Roof area replacement anticipated to be approximately 3,520 square feet. Work will include removal and replacement of existing EPDM roofing system to include; EPDM membrane, insulation board, limited roof decking as necessary, cast iron roof drain domes and clamping rings (4) and all necessary hardware and accessories to provide for a fully weathertight roofing system with a manufacturer's standard 20 year warranty. The new roof will include the addition of a protective cover board over the insulation board and below the EPDM membrane. All work to be performed according to manufacturer's recommendations. 4. The intention of the work is to not remove parapet capstones or copper roofing as both are in good condition. Copper parapet flashing and copper roof edge temporary modifications will be required as necessary to allow EPDM system removal and installation. All copper modifications shall provide for sufficient EPDM adherence and terminations. Copper flashing and roof edges shall be returned to original locations and conditions following temporary modifications, and secured firmly in place to provide EPDM protection as required by roofing manufacturer. 5. All materials are to meet code and warranty. All work shall be performed in accordance with local codes, standards and enforcement. 6. The Contractor is to limit on-site work hours between the hours of 6:30 a.m. to 5:00 p.m. central standard time, Monday through Friday; unless otherwise agreed to in advance by the Government. No work will be allowed on weekends and federally-recognized holidays without prior approval from the Contracting Officer's Representative (COR). 7. The building will be occupied and inhabited by Park staff, visitors, and guests throughout contract performance; therefore, Contractor is expected to coordinate with the Park's Representative and conduct the work so as to minimize disruption to Park operations to the extent practical. 8. All work required by the project documents, which will be posted with the solicitation, will be accomplished by the Contractor even though minor items/services required may not be specifically mentioned. TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded in the late-July, early-August 2019 timeframe. Award will be made to only one successful quoter. Davis Bacon Prevailing Wages will apply. PERIOD OF PERFORMANCE: The period of performance will be one hundred twenty (120) calendar days from the date the Notice to Proceed is issued by the Contracting Officer and received by the Contractor. This also includes final government inspection, completion of punch list items, and final cleanup by Contractor of the contract site. MAGNITUDE OF PROJECT: Between $100,000 and $250,000. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation / procurement is 238160, Roofing Contractors. SMALL BUSINESS SIZE STANDARD: $15.0 million. SET ASIDE: This opportunity is set aside for Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. The Veterans Benefit Act of 2003 (15 U.S.C. 657f) created the procurement program for small business concerns owned and controlled by service-disabled veterans, commonly referred to as the "Service-disabled Veteran-owned Small Business (SDVOSB) Procurement Program". Pursuant to FAR Subpart 19.1403(b), at the time that a service-disabled veteran-owned small business concern submits its offer, it must represent to the contracting officer that it is a - (1) Service-disabled veteran-owned small business concern; and (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the procurement. Also note the contract performance cost for personnel as stated in FAR 52.219-27(d)(4). "(4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern ¿s employees or the employees of other service-disabled veteran-owned small business concerns. ¿ SITE VISIT: There will be only one scheduled pre-quotation site visit. The date, time and location for that site visit are as follows: Lincoln Boyhood National Memorial VISITOR CENTER 3027 East South Street Lincoln City, IN 47552 Date: Friday, June 21, 2019 Time: 10:00 a.m. central time Quoters are encouraged and expected to attend the scheduled site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PUBLICIZING: The official solicitation package (RFQ) is anticipated to be issued and available on or about June 11,2019 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov, and on the FedConnect website at https://www.fedconnect.net. The keyword/solicitation/reference number for the Request for Quote will be 140P6219Q0021. The Contracting Officer will not provide hardcopies or email copies of the solicitation. This Presolicitation Notice does not constitute a solicitation; it is only advance notification that a solicitation for quotes will be forthcoming. All contract specification documents, along with the method in which quotes are to be submitted and the criteria used to evaluate quotes shall be included in the forthcoming solicitation. RESPONSE TIME AND AWARD: Response time for submission of all quotes will be announced in the forthcoming solicitation. This will be a competitive selection subject to FAR Part 13. The government will make award to the Quoter whose quote, conforming to the solicitation requirements, is determined to be the best value and most advantageous to the Government when applying lowest price technically acceptable source selection process.
