Description
Pre-solicitation Notice Procurement of upgrades (Production Concurrency Upgrade PCU18) to existing P-8A Training Systems devices THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a delivery order under the newly anticipated NAWCTSD Basic Ordering Agreement (BOA), for the acquisition of upgrades (Production Concurrency Upgrade PCU18) to existing P-8A Training Systems devices with The Boeing Company, Saint Louis, MO, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The expected period of performance of the delivery order is approximately 28 months from contract award. The anticipated overall value of the contract action is $62,000,000. NAWCTSD intends to acquire upgrades to the P-8A Aircrew Training Devices (ATDs) Operational Flight Trainers (OFTs), Weapons Tactics Trainers (WTTs), Partial Task Trainers (PTTs), Deployable Mission Rehearsal Trainers (DMRTs), Training Systems Support Centers (TSSCs), Mission Systems Desktop Trainers (MSDTs), Flight Management System Trainers (FMSTs), and Electronic Classrooms (ECs) for the United States Navy (USN) and Royal Australian Air Force (RAAF) at NAS Jacksonville, NAS Whidbey Island, RAAF Edinburgh, Boeing Dallas, Boeing St. Louis. This proposal is a follow-on to the PCU17 contract and synchronizes several existing delivery efforts: PCU15, PCU16, and PCU17 under NAVAIR contract N00019-14-C-0067. Common work scope such as cyber scanning and capability-independent testing was funded under PCU17, thus PCU18 will only contain additional scope related to the new capabilities. The intent of the action is to stay concurrent with the P-8A Aircraft platform and ensure the Fleet receives training capabilities that align with real-life flight. Initially, the Government anticipated awarding the PCU18 effort as a modification to the existing NAVAIR contract N00019-14-C-0067; however, the Government decided it would be in the Government s best interests to award PCU18 as a standalone contract for various reasons including ease of administration and the aircraft contract s limited period of performance remaining. Accordingly the current PCU18 effort will be the first order under the NAWCTSD BOA. As the current sole designer, developer, integrator, manufacturer and supplier of P-8A Systems and subsystems; hardware and software components, only Boeing possesses the requisite knowledge, engineering expertise, and data rights required to design, build, modify, upgrade and deliver P-8A aircrew training systems to ensure concurrency with Fleet aircraft within the Government s requisite delivery schedule. The training systems require concurrent incorporation of advanced and emerging technologies specific in design or application to the P-8A aircraft. Boeing is the only contractor that can build and upgrade P-8A trainers concurrently with changes being made to the aircraft; because only Boeing has access to the requisite aircraft design data, aircraft specific software and simulated models during the design/development of the aircraft. Lack of concurrent training and qualifications will negatively impact Fleet readiness, mission accomplishment and the Fleets ability to use the capabilities safely. Specifically, aircrews will not be proficient in procedures to effectively execute communications, weapons deployment and precision targeting, all of which are currently in high demand in theater. Because the contract requires in-depth knowledge of the current trainer design and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling P-8A mission training requirements. A competitive acquisition would introduce a new system to the field that may not be integrated and interoperable with the existing systems due to the restricted rights and limited data rights that resulted from the original competitive award. This would require the Government to have two infrastructures in place for life cycle support or would require significant rework of the current design and development that would cost the Government additional non-recurring engineering (NRE) effort for the first article development testing, and retrofit of existing training systems. As the current sole designer, developer, integrator, manufacturer and supplier of aircrew training systems and hardware and software components that are common to the P-8A, only Boeing possesses the requisite knowledge, engineering expertise, and data rights of the design required to design, build, modify, upgrade and deliver P-8A training systems and to maximize the capabilities amongst the P-8A platforms to include common component acquisitions, modifications and upgrades within the Government s requisite delivery schedule. This Pre-solicitation notice is not a request for competitive proposals. It is a notice that outlines the Government s intent to award the delivery order contract on a sole-source basis with Boeing. However, interested sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, ability to obtain P-8A aircrew and maintenance elements and simulation technical data, and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Ms. Sarah Lewellen at Sarah.Lewellen@navy.mil in an electronic format that is compatible with Word 2003, no later than close of business 17 June 2019. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre solicitation notice is not to be considered a request for quotations or proposals. No solicitation document is available at this time. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, a sole source award for the procurement of upgrades (Production Concurrency Upgrade PCU18) to existing P-8A aircrew training systems devices delivery order will be pursued. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
