ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: - The Wilmington Veterans Affairs Medical Center (WVAMC) is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) Architect and Engineer (A&E) firms for an Indefinite Delivery/Indefinite Quantity (IDIQ) Design Contract for the Department of Veterans Affairs, Wilmington VA Medical Center located in Wilmington, Delaware. The IDIQ design contract may be used for a wide range of design services. Primarily the contracts will be used to design new commercial/industrial type facilities and to design renovations of existing facilities. Multi-disciplined A-E services are required. Specific disciplines are, but not limited to, as follows: General architectural services Interior design, space planning and systems furniture integration Electrical engineering Civil engineering Structural engineering (to include seismic design) Mechanical engineering Geotechnical Elevator design (also dumbwaiters and transport systems including recommendations for type, cost and location of all transport modes and terminals) Environmental (NEPA assessment and compliance) Sustainable design and green construction (e.g. LEED, Green Globes (GG), guiding principles compliance (GPC)) Energy engineering, analysis and modelling Surveying Compliance inspections A-E studies, surveys, and designs A-E services with historic impact Historic preservation assessment, restoration and rehabilitation (including exterior envelope and interior spaces). SHPO compliance. Landscape/site design and improvement Landscape preservation and adaptive use Fire and life safety engineering Security enhancements and assessments, security system design Feasibility studies Preparation of Contract documents Post-construction Contract services Construction inspection services Master planning Space Control report of the total gross area(s) of the facility Phasing Planning for Construction (including making recommendations concerning construction Contract arrangements and scheduling that will be advantageous to the VA in terms of cost and timing) Communications Construction phasing and scheduling planning Cost estimates Cost engineering (i.e. life cycle cost analysis (LCCA), ROI analysis, savings to investment ratio (SIR) analysis) Value engineering Administrative coordination and integration of the various disciplines involved Construction phase services and computer aided design (CAD) documentation including building information modeling (BIM) Building Commissioning and Commissioning Planning Approximately six (6) Service Disabled Veteran Owned Small Business (SDVOSB) AE firms will be awarded a contract. The maximum contract amount will be $4,000,000.00 for each individual contract awarded with a combined limit of $6,500,000.00. This contract will last up to five (5) years unless the $6,500,000.00 limit is reached first. A Task Order will be released against the base contacts for each project required. The scope and dollar amount of these projects typically range from $30,000.00 to $900,000.00. Task Orders for this contract will be issued out of the Wilmington VA Medical Center Contracting Office, Annex Building, Wilmington, Delaware. Projects will be for the Wilmington VA Medical Center only. The Architect and Engineer selection process will be in two phases. Preliminary Evaluation (Phase I) and Final Evaluation (Phase II). Phase I of the selection procedure will include narrowing of all received proposals to approximately ten (10) firms using the following criteria: Team Proposed for this Contract: Project Managers. Other Key Personnel Consultants Proposed Management Plan: Design Phase Construction Phase Previous Experience of Proposed Team: Particularly on projects with the Department of Veterans Affairs, but may also use private industry if there is insufficient work with the VA. Location and Facilities of Working Offices: Prime Firms Consultants NOTE: Time will be measured from the Wilmington VA Medical Center, Wilmington, DE via car to the firms indicated office where the work will be performed as indicated on mapquest.com. Proposed Design Approach for this Project: Proposed Design Philosophy Anticipated Problems and Potential Solutions Describe Innovated Approaches in Production and Design Phase II of the selection process will include inviting approximately ten (10) firms that progress from Phase I to the Wilmington VAMC for an interview/presentation session. These ten firms will then be narrowed to approximately six (6) firms for contract award. The criteria for selection during phase II of the selection process shall contain the criteria for phase I and the following additional criteria: Project Control: Techniques Planned to Control the Schedule and Costs Personnel Responsible for Schedule and Cost Control Review Recent Projects to Demonstrate Ability to Meet Project Cost Target and Schedules: and Any Additional Construction Costs Caused by Design Deficiencies Not Program Changes. Estimating Effectiveness: this will be from the ten most recently bid projects. Preferably projects for the VA, but firms can use others to supplement the ten projects if they have not completed ten VA projects. Miscellaneous Experience & Capabilities: Interior design AutoCAD, Revit, and BM & Other Computer Applications. Value engineering & Life Cycle Cost Analysis Environmental Considerations Fast Track Design Specialized experience. Awards: Awards Received for Design Excellence Good References Insurance and Litigation: Type and Amount of Liability Insurance Carried Litigation Involvement Over the Last 5 Years & The Outcome. The North American Industry Classification System (NAICS) code for this work is 541310. The small business standard is 7.5 million dollars. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/ Ensure your registration is correct, current and has not expired. Include tax identification number with submission. To be considered for award all prospective contractors must be in compliance with VAAR 819.7003 and be registered in VetBiz at www.vetbiz.gov, on the date and time proposals are due. Interested vendors must be located close enough to the WVAMC to respond to a site visit request within forty-eight hours after receipt of the request SF 330 package submissions shall indicate FOR OFFICIAL USE ONLY. Interested vendors shall submit one (1) original and three (3) copies of STANDARD FORM 330 ARCHITECT ENGINEER QUALIFICATIONS and one (1) CD copy of the same. The Government will not pay, nor reimburse, any costs associated with responding to this announcement. The Government is under no obligation to award a contract as a result of this announcement. A&E firms will be selected based on demonstrated competence and qualifications for the required work. A responsibility determination will be conducted before contracts are awarded that will include a review of a firm s Duns & Bradstreet information.
