- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. This Sources Sought notice is issued for market research purposes only to determine the availability of qualified business sources capable of providing Court Reporter Services for the following locations: Asheville VAMC 1100 Tunnel Road, Asheville NC 28805 Durham VAMC 508 Fulton Street, Durham NC 27705 Hampton VAMC 100 Emancipation Drive, Hampton VA 23667 Salem VAMC 1970 Roanoke Boulevard, Salem VA 24153 Beckley VAMC 200 Veterans Avenue, Beckley WV 25801 Fayetteville VAMC 2300 Ramsey Street, Fayetteville, NC 28301 Hunter Holmes McGuire VAMC 1201 Broad Rock Boulevard, Richmond VA 23249 W.G. Bill Hefner VAMC 1601 Brenner Avenue, Salisbury NC 28144 1.0 OVERALL SCOPE OF WORK The contractor shall provide court reporting services and deliverables for the VISN 6 Veterans Affairs Medical Centers (VAMCs) and Community Based Out-Patient Clinics (CBOCs) on an as needed basis. These services permit VA Counsel to represent the Department of Veterans Affairs, its officers or employees in fact-finding, disputes and litigation before any statutory or regulatory entity empaneled. It authorizes by law to record, receive and consider the viva voce statements of persons respecting the matter before each panel. Such panels include, but are not limited to: Human Resource Management Services (HRMS) Employee and Labor Relations (ELR) Office Equal Employment Opportunity (EEO) Office Administrative Investigation Boards (AIB) Investigative & Resolutions Division (IRD) Merit System Protection Board (MSPB) Fact Finding Conferences (FFC) US Department of Labor (DOL) 2.0 LOCATION OF WORK The contractor shall provide court reporting services as identified by the following VISN 6 VAMCs and CBOCs. Notices of Hearing shall be provided to the contractor, with specific locations, dates and times, as they become available. The VISN 6 VAMCs include, but not limited to: Asheville VAMC 1100 Tunnel Road, Asheville NC 28805 Durham VAMC 508 Fulton Street, Durham NC 27705 Hampton VAMC 100 Emancipation Drive, Hampton VA 23667 Salem VAMC 1970 Roanoke Boulevard, Salem VA 24153 Fayetteville VAMC 2300 Ramsey Street, Fayetteville, NC 28301 Hunter Holmes McGuire VAMC 1201 Broad Rock Boulevard, Richmond VA 23249 W.G. Bill Hefner VAMC 1601 Brenner Avenue, Salisbury NC 28144 3.0 REQUIREMENTS 3.1 The contractor shall provide technical expertise to include all functions, tasks and responsibilities normally performed by a court reporter at hearings. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform court reporter duties. 3.2 The contractor shall ensure that the Notarial appointment by the Secretary of State s Office for the swearing in of witness are in place. 3.3 The contractor shall provide all required federal/state licenses and certification to perform court reporting services. 3.4 The contractor shall have (3) years of experience in the field of court reporting providing documentation supporting the offeror s history and background in court reporting services. 3.5 Each Blanket Purchase Agreement (BPA) order will contain specific deliverable requirements. The following deliverables include but not limited to: Qualified Court Reporter(s) Original copy of transcripts, copies of transcripts (usually 2 copies), condensed transcripts, exhibits, and CDs as requested for each proceeding Marking/labeling exhibits Special option material such as computer disks transcripts, video depositions, compressed transcripts and all word indexing, upon request 3.6 Each BPA order will contain specific response time and deliverable requirements on how and where to send transcripts and other requesting information. The following deliverables include but not limited to: Specific mail carrier identified if needed Mail carrier utilized must have an established tracking system for mailed items 3.7 Quality Control is the responsibility of the contractor. The contractor is responsible for the delivery of services and products that meet the performance threshold. On occasions, transcripts may be sent to the Agency Attorney, American Federation of Government employees (AFGE) Attorney, or Employee Representative, and Arbitrator. All transcripts must be in accordance with the following but not limited to: Court Reporting Equipment/software would consist of no less than Dictation Recorder Software typing Package such as Philips Pro Dictate Software, Olympus Dictation Recorder Management Software, or Lawyers Dictation Recorder and voice to Text Automatic Typing Software Package. Other can be considered upon request. Court Reporter must also have a transcription kit or digital transceiver that works with all versions of windows operating Systems. Each transcripted set should include transcription headset and dictation recorder (Court Reporter Microphones, Court Reporter Digital Recorders, Steno mask Equipment, Courtroom Recorders and Steno mask Mini-Microphones for Court Reporters). 3.8 All notes, records, documentary exhibits, and any other material, which are a part of, or related to, any action recorded by the contractor shall be the property of the United States and shall be delivered to the ordering office, together with finished transcripts, unless otherwise agreed. 3.9 Everything spoken pertaining to the subject matter shall be reported, unless the Presiding Officer directs otherwise. No part of any proceedings, of which notes have been taken as required, shall be omitted from the record, unless the Presiding Officer so directs. The NAICS 561492 is applicable to this acquisition; with a size standard of $15.0 M. If your company is interested in performing these services, please notify our office of your intent. In response, please include the following: (a) a positive statement of your intent to submit a quote as a prime contractor (capability statement); (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers; (d) provide which VAMC facilities your company can service; and (e) provide FSS/GSA Contract # if applicable. Responses to this notice should also identify whether or not the firm falls into any of the socioeconomic categories listed above.
