- Description
- The National Guard Bureau (NGB) intends to award a sole source contract for the Technical Staff and Support Services requirement with a period of performance from 5 August 2019 to 4 August 2021. The Technical Staff and Support Services provides technical knowledge, senior staff experience, education, and skills in the areas of Joint Military and lnter-agency Training, National Guard Joint Force Development, and Defense Support to Civil Authorities (DSCA), including support to NGB Army and Air Directorates, the Joint Staff, and Chemical, Biological, Radiological, Nuclear (CBRN) Response Enterprise (CRE) elements, specifically Homeland Response Forces (HRF) and CBRN Enhanced Response Force Packages (CERFP). NGB intends to award this sole source contract to OBXtek, LLC, because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (GS00Q14OADS131/W911QX-16-F-0007). Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition in the form of an indefinite delivery/indefinite quantity (IDIQ) contract for the follow-on requirement and anticipates award no later than January 2020. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Technical Staff and Support Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 7 June 2019. Responses must be submitted in writing to the Contracting Officer, Mr. Scott Welcheck, via email at scott.m.welcheck.civ@mail.mil and the Contract Specialist, Major Robert Rogers, via email at robert.t.rogers34.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
