- THIS IS A SOURCES SOUGHT SYNOPSIS FOR CAPABILITIES STATEMENTS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is performing a ¿market search ¿ for businesses in preparation for a future procurement. Any interested small business should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. It is anticipated that any future contract for these services will be an Indefinite Delivery/Indefinite Quantity type contract with a five (5) year ordering period. The Government anticipates establishing a maximum order ceiling of $10 million. Task Orders will be issued under the contract as time-and-materials or firm-fixed-price type orders. The applicable NAICS code is 541715 - Research and Development in the physical, engineering, and life sciences, with a size standard of 500 employees. The capabilities statement shall provide the firm ¿s current size status for the above referenced NAICS code, (large or small) and whether the firm is a SBA certified Hubzone or 8(a)/Small Disadvantaged contractor. The firm shall also indicate if it is Woman-owned, Veteran-owned or Service-Disabled Veteran owned. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. The Mid-Continent Ecology Division (MED) of the Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory (NHEERL) is a sophisticated, multi-disciplinary research laboratory that performs state-of-the-art research. The EPA has a need for technical support for research activities at MED. This acquisition supports the following goals: Addressing Climate Change and Improving Air Quality, Protecting America ¿s Waters, Cleaning Up Communities and Advancing Sustainable Development, Ensuring the Safety of Chemicals and Preventing Pollution. This acquisition also supports the EPA ¿s Chemical Safety for Sustainability (CSS) Research Program which is leading the development of innovative science to support safe and sustainable selection, design, and use of chemicals and materials required to promote ecological well-being, including human and environmental health as well as to protect vulnerable species, lifestages, and populations. The ultimate goal is to enable EPA to address impacts of existing chemicals, anticipate impacts of new chemicals and materials, and evaluate complex interactions of chemical and biological systems to support EPA ¿s decisions. Specific areas to be addressed in capability statement packages are as follows: (1) The capability to provide on-site technical support to MED facilities in Duluth, Minnesota, and (for short periods) at off-site and remote field sites within the United States and including minimal international travel to attend international meetings and symposia to present scientific information and papers or to gather information considered useful in completing task orders under this contract; and (2) Capabilities to perform chemical, physical, biological, biochemical, statistical, geographical, and other standardized analyses. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, supplies and vehicles in support of the efforts delineated by the PWS. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. Responses to the above shall be submitted through the FedConnect portal no later than 20 calendar days from the date of posting. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
