Page 3 of 16 Page 3 of 16 This is a combined synopsis/solicitation RFQ 3610E19Q0191 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to issue one Firm Fixed Price Purchase Orders for the below line items to the responsible contractor whose quote, conforming to the solicitation, is considered the Best Value offer. Award will be made on an all or none basis. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005- 97. **A site visit is scheduled for 1:00 PM EST on 7 June 2019 at the St. Petersburg VBA Regional Office, 9500 Bay Pines BLVD, St. Petersburg Fl. 33708. St Petersburg VARO has 5 designated employee parking lots. Access to each parking lot is controlled by a barrier gate that has a mechanical arm that raises and lowers upon entering and exiting the parking lot. An employee Personal Identification Verification badge (PIV) is required to raise the arm. At each barrier gate there are 2 vehicle Page 9 of 16 Page 9 of 16 detector loops (total of 12). The barrier gate contract is intended to provide complete full preventive maintenance, repair, modification and installation services for existing and any new barrier gate components. The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, software, hardware and transportation necessary to effectively and efficiently fulfill all the requirements of this Statement of Work (SOW). The scope of services includes quarterly (scheduled) preventive maintenance (PM) to each Federal (G-90CD) barrier gate and vehicle loop detectors within the VARO parking lots; unscheduled / immediate response to service calls (within 4 hours); designated system administrative functions; and software installation to include maintaining current updates to the current software system. General Requirements The term of this requirement consists of a one (1) year base period with four (4) one (1) year option periods. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or Statement of Work (SOW) are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. The following subsections specify requirements for contract, management, and personnel administration. Contract Management The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the Support Service Division, St Petersburg VA Regional Office and the contractor's corporate offices. Contract Administration The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. The contractor shall be responsible for any subcontract management necessary to Page 10 of 16 Page 10 of 16 integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (CO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted. 2.5 Location and Hours of Work Accomplishment of the results contained in this SOW requires work at 9500 Bay Pines Blvd, St Petersburg, FL 33708. Normal workdays are Monday through Friday except US Federal Holidays 8:00am - 4:30pm. Statement of Work (SOW) Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. The contractor shall perform both scheduled and unscheduled maintenance of the 6 existing barrier gates at the St Petersburg VARO. Contractor will provide all parts, labor and expertise necessary to complete required maintenance tasks. Performance Standards a) Standard: Unscheduled maintenance and emergency requests will be responded to within 4 hours. AQL: Inoperable barrier gates components will be repaired or replaced within 24 hours. Deliverables A001 Repair parts The contractor shall at a minimum perform the following preventive maintenance checks and services: Performance Standards a) Standard: Identifies deficiencies AQL: Inoperable barrier gates components will be repaired or replaced within 24 hours. Check the exterior of cabinet every 6 months. Sand, prime, and paint as needed. Cabinet should be free of rust and have a new appearance. Remove debris from inside of cabinet. Any cabinet not currently at a new or near new look will be brought to such and maintained from there on. Performance Standards a) Standard: Cabinets are free of rust and maintain a new appearance AQL: No rust is visible on outside of cabinet and paint is uniform and smooth with no runs or blemishes. The Contractor shall check barrier arm(s). Check the barrier arm and the attachment kit every 6 months. Statement of Work (SOW) Performance Standards a) Standard: Barrier arm should be horizontal in down position and vertical in up position. AQL: Barrier arm should be free of rust and have safety stripes/emblems as required. The Contractor shall check barrier gate arm motor. Check/adjust motor arm end stops and ensure tightness of mounting nuts quarterly. Adjust, repair, replace as needed. Check the Loop Detectors and Loop Wires every 6 months ensuring free of breaks and damage and function within original manufactures specifications. Check Loop Sealant annually and reseal as needed. Statement of Work (SOW) Performance Standards a) Standard: Maintains 100% operational readiness status AQL: Vehicle loop detectors inspected every 6 months ensuring free of breaks and damage and function within original manufactures specifications Special Requirements This section describes the special requirements for this effort. The following subsections provide details of various considerations on this effort. SECURITY - Should the Contractor be required to enter the building the Contractor is required to enter and exit through the front entrance. Entering or exiting the building through any other door will require VARO approval and an escort will be required. Upon entering the building, the contractor and/or contractor employees will be required to show proof of identity (must have a valid photo ID) as well as pass through a security screening. SAFETY - The following safety criteria shall be met at the time of the acceptance inspection. Equipment. The Contractor shall provide all safety equipment/devices, personal protective equipment and clothing as required for its employees. Restricted equipment. The Contractor shall not use propane-fueled portable equipment in the performance of the work required by this contract. Operator care. The government (VARO, St Petersburg) will be responsible for operator Page 12 of 16 Page 12 of 16 care of the parking gates which entails using the equipment in accordance with the manufacture s guidelines. Parking. During maintenance services the government shall provide the contractor parking space at no cost, as well as access to the VARO loading docks as necessary. The Contractor shall be responsible for performing all routine maintenance and repair work required to maintain the barrier gates in the condition prescribed by the original equipment manufacturers recommended guidelines and/or warranty requirements where the warranty remains in force. This is to include all new updates, firmware, bug patches, fixesetc., to the barrier gate software. The Contractor shall work closely with Statement of Work (SOW) Page 8 of 11 the VARO Maintenance and IT technicians to address various trouble calls. Contractor shall replace all damaged components of the barrier gates. Competencies. The Contractor will have a thorough knowledge of the installation and full functionality of Federal (G-90CD) barrier gate and vehicle loop detectors; their installation, operation, repair, functionality, and market availability. Installation / Diagnostic tools. The Contractor shall provide and utilize on the job site any diagnostic equipment that will enable the Contractor to diagnose/troubleshoot/repair/replace microprocessors, motors, relays, logic boards, switches, fuses, belts, pulleys, drive boxsetc. and all other components to the barriers gates and vehicle loop detectors. This section describes the Quality Control components for this effort. The following subsections provide details of various considerations on this effort. Quality Control The Contractor shall develop a Quality Control Plan, QCP and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractors QCP is the means by which he assures himself that his work complies with the requirement of the contract. The finalized QCP will be accepted by the Government at the time of the award of the Task/Delivery Order. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractors procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable." The Contractors quarterly/semi-annual/annual inspection checklist can be submitted as the QCP. Quality Assurance Surveillance Plan (QASP) The Government shall monitor the Contractors performance under this Task/Delivery Order in accordance with the Governments QASP. Statement of Work (SOW) Deliverables The contractor shall provide deliverables as described in subsequent task orders. Deliverables shall be specified by the government. Format and delivery schedule for deliverables shall be outlined in CDRLs and/or other means TBD.
