- AMENDMENT TO CORRECT THE PROJECT TITLE AND THE CHARACTERS THAT DID NOT CONVERT CORRECTLY - NO OTHER CHANGES HAVE BEEN MADE - THE DUE DATE REMAINS AT 3:00 PM, MDT - June 13, 2019 Sources Sought Notice Replace Beaver Meadows Visitor Center HVAC Rocky Mountain National Park, Colorado This is a Sources Sought Notice / Request for Information for the purpose of conducting market research, and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The purpose of this Sources Sought Notice / Request for Information is to obtain knowledge of interest, capabilities and qualifications from qualified small business concerns. The National Park Service (NPS) will use information obtained through this notice as well as other market research to develop an acquisition strategy. The National Park Service - Intermountain Region (NPS-IMR), Lakewood Major Acquisition Buying Office (LW MABO), is soliciting feedback from interested Small Businesses experienced in rehabilitation and restoration of historic buildings, and upgrading of Heating, Ventilation, and Air Conditioning (HVAC), roofing, and fire suppression systems. The NPS-IMR, LW MABO will use the information obtained to develop an acquisition strategy to use in issuing a formal solicitation. The NPS-IMR, LW MABO intends to issue a Request for Proposal (RFP) to award a single construction contract to rehabilitate and restore Beaver Meadows Visitors Center, a National Historic Landmark, while upgrading HVAC, roofing, and fire suppression systems. Protection and restoration of historic fabric according to the Secretary of the Interior's Standards for Historic Preservation are vital components of the project. The Scope of Work for this project includes the following: - Selective demolition of historic interiors - Repair/Restoration of historic fabric to match existing - Protection of non-replaceable architectural features - Upgrade/Replacement of mechanical and electrical systems - Installation of new fan coil units, boilers, forced air system and dedicated outdoor air supply - New electrical which will utilize and update current routing and update control - New fire suppression system that will be concealed in the ceiling plenum - New fire alarm system tied into limited new door hardware - New emergency lighting - Site work related to the replacement of a domestic water line and installation of a new fire line - Plumbing work related to a new water meter - Hazardous materials removal throughout the building - Rodent exclusion - Replacement of select areas of hard lid ceiling - Installation of acoustic spray finish - Select replacement of carpet and all cutting and patching of historic architectural finishes related to this work - Flooring improvements The project also includes provisions for the temporary relocation of building occupants, including trailer and furniture rental, container rental, installation of temporary utilities, and the actual packing and moving of furniture and books/files out of the building and then back into the building at the close of the project and unpacking. The contractor shall be responsible for furnishing all materials, labor, plans, tools, transportation, equipment, services and incidentals necessary to complete the project. All work will be accomplished in accordance with contract requirements, specifications, construction drawings, and federal policies/regulations/standards. Based on the results of our market research, and interest demonstrated by responses to this notice, our goal is the award of a construction contract to a single qualified small business concern. The North American Industry Classification System (NAICS) code will be 236220, Commercial and Institutional Building Construction. The small business size standard will be $36.5 million average annual revenue for the previous three years. The anticipated period of performance is from September 14, 2020 to June 12, 2021. Typical site conditions at Rocky Mountain National Park are high winds (10 to 15 mph typical, gust up to 50 mph) with snow and ice from September to May. The government anticipates issuing a limited notice to proceed in November 2019 to allow for submittal approval and long lead item procurement. The NPS-IMR, LW MABO is requesting that interested small businesses respond to this notice by furnishing the following information by 3:00 PM, MDT - June 13, 2019. Responses are limited to no more than six (6) pages, should be in Adobe Acrobat PDF or Microsoft Word format, and be SPECIFIC to the scope provided. (1) Company name, address, point of contact, telephone number, email address, and DUNS Number. (2) Socio-economic Classification(s): 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman Owned Business, Large Business, or Small Business, etc. State your firm's socio-economic classification and what your average annual revenue has been over the past three (3) fiscal years. The size standard for NAICS 236220 is $36.5M and is calculated by averaging your firm's annual gross receipts over the past three (3) completed fiscal years. (3) Provide a capabilities statement of your qualifications, capabilities and ability to perform the required types of work described. Firms interested in the project should possess the following specialist skills and experience. These specialized skills and experience should be addressed in the response to this sources sought. Demonstrate capabilities and previous experience for the following: a. Experience in construction involving rehabilitation/restoration of historic interiors, following Secretary of the Interior's Standards for Historic Preservation. b. Experience in replacement of HVAC systems within commercial/institutional buildings. c. Experience installing fire suppression systems within commercial/institutional buildings. d. Experience moving/relocating employees and office equipment/furnishings, providing temporary facilities and services such as telecommunications, water, sewer, and electrical. e. Construction at remote project sites within a limited construction season. (4) Demonstrate experience and technical competence in the execution of construction projects in the typical dollar value range of $3,000,000.00 to $5,000,000.00. (5) State the firm's number of years of experience executing contracts similar to this project. What metro locations, geographic areas, and/or military installations have you performed similar projects. Please include contract number(s), dollar value(s) and owner points of contact. (6) Brief description of at least three (3) construction projects similar to that described above provided within the past five (5) years. Minimum information should include the following: contract number, total contract value, project location, period of performance, and a brief description of the services. Do not send photos at this time. Contracts / projects submitted must be similar in scope and dollar value to the work described in this sources sought. (7) Responders, including joint ventures, should demonstrate that they have the capacity to perform all aspects of the types of work described in this synopsis, either by their in-house capabilities or through their teaming / subcontractor's capabilities. Existing and potential joint ventures, mentor/protege, and teaming arrangements are acceptable and encouraged. (8) Provide your firm's bonding capacity for a single project and in aggregate. Interested firms MUST provide a letter from their bonding company to confirm bonding capacity. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. ONLY E-MAILED RESPONSES WILL BE ACCEPTED.
