- **INTERESTED PARTIES MUST REQUEST AUTOBID ACCOUNTS PRIOR TO THE ISSUANCE OF THE SOLICITATION IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration (GSA) is the primary source for motor vehicles for Federal Executive Agencies and the Department of Defense (DOD). GSA will issue a Request for Proposal (RFP) for FY2020 GSA Fleet Vehicles Europe to be built in accordance with the forthcoming European Federal Vehicles Standards and the Light/Heavy/Bus Purchase Descriptions. Prospective offerors must meet the minimum requirements as cited in the European Federal Vehicle Standards and the Light/Heavy/Bus Purchase Descriptions. The contract type contemplated is a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (FFP/IDIQ) contract. The anticipated period of performance is a one-year base period of performance with two (2) one-year option periods and four (4), one-month option periods. It is not anticipated this acquisition will be set-aside for small business concerns; however, all qualified small business concerns will be encouraged to submit proposals. This acquisition will be classified under NAICS code 336111 - Automobile Manufacturing. The Small Business Size Standards can be found at https://www.sba.gov/document/support--table-size-standards. Anticipated Evaluation Factors are: Technical Capability, Management Capability and Price. Past Performance shall be evaluated as part of the prospective offeror's responsibility determination as defined in the solicitation terms and conditions. Prospective Offerors: 1. Prospective offerors are required to obtain a user name/password and indicate interested models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the solicitation number, company's name, valid DUNS number, address, business size, user's name, telephone number, fax, email, and vehicle makes/models that will be offered to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective vendors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions". Anticipated makes/models are included as part of this pre-solicitation notice, see the attached "47QMCA19R0012 Anticipated Items List 05_31_2019". Please utilize this list when requesting interested makes/models. The standard items identified are not all-inclusive of those that meet the minimum requirements of the European Federal Vehicle Standards and the Light/Heavy/Bus Purchase Descriptions. Equivalent models that meet the minimum requirements may also be offered. The finalized European Federal Vehicle Standard and the Light/Heavy/Bus Purchase Descriptions will be included with the solicitation issuance. All models submitted as part of proposals under this solicitation must be TAA-compliant, regardless of whether or not they're included on the anticipated models list. 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit www.sam.gov for more information. 4. The anticipated issue date of the solicitation is July 5, 2019. AutoBid will not be opened until the solicitation is issued. 5. A pre-proposal conference will be held on or around July 11, 2019. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. The Government encourages interested vendors to register on the Interested Vendors List in FedBizOpps ( www.fbo.gov ) under the solicitation number, 47QMCA19R0012. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FedBizOpps website( www.fbo.gov). 6. Note on after-market upfits/retrofits: After-market electric or other alternative-fuel conversions of factory vehicles are NOT covered by this acquisition and are considered out of scope. Only factory-direct alternative fuel vehicles are within scope of this requirement. For additional information on how to offer after-market upfits/retrofits, please contact vehicle.buying@gsa.gov. 7.
