Description
Electrical Distribution System Components evaluation, inspection, cleaning and testing for Louisville VA Medical Center Description of Services: Pre-solicitation Synopsis - The Contractor shall provide all material, equipment, labor and technical supervision to perform such tests and inspections at Louisville VA Medical Center located, 800 Zorn Avenue, Louisville TN 40206. The Contractor shall have a minimum of 5 years of specialized continuous experience in testing, inspection, cleaning, adjusting, installing, and appraising electrical distribution systems and apparatus to assure their reliable operation. All work performed shall be fully documented by the Contractor. Testing shall be performed in compliance with manufacturers recommendations and applicable NEMC, NEC, ANSI, IEEE, NETA, OSHA, and VA codes and standards. This section of work includes the testing, inspecting, adjusting, & repairing of High Voltage Transformers, Switchgear Equipment, Circuit Breakers, Protective Relays, Lightning Arrestors, Generators & Transfer Switches. All electrical equipment, switchgear, primary switches, breaker, relays, connections, and such other devices as specified herein shall be cleaned, tested and adjusted so that the distribution system is left highly reliable, and is operational within industry and manufacturer s tolerance. The Contractor shall verify conditions as they exist prior to bidding the project and assume the responsibility for safety precautions to prevent accidental energizing of a circuit secured for maintenance to be performed on. The installation of safety grounding sets shall be the responsibility of contractor. The Louisville VAMC is contemplating a base year with 3 option years. Services will begin on or about September 15, 2019. This procurement will be a Service Disabled Veteran Owned Small Business (SDVOSB) set aside. NAICS code: 211310 and sized standard is 1,500 employees. Respondent claiming Veteran status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. All vendors must be registered in System for ward Management database (www.SAM.gov) to be eligible for award of this contract. The anticipated contract type will be a Firm Fixed-Price. The solicitation will be posted to FedBizOpp website on or about June 07, 2019. This date is subject to change. The contract shall be established as a base year plus 3 option years and will be awarded as Fixed Price with allowed annual Equitable Price Adjustment (EPA). Anticipated period of performance: 12 April 2019 - 11 March 2020 Base Year and 3 Option Years.
