Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to award a sole source contract under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 to Rockwell Collins Simulation and Training Solutions for the Department of the Navy in support of the Foreign Military Sales (FMS) for the Japanese Ministry of Defense (JMoD) E-2D Weapons System Trainer (WST) Spares Support Package. RCSTS is the directed source for the E-2D WST; however, the Spares Support Package is not. RCSTS is the E-2D WST manufacturer and is the only source for the Spares Support Package as the majority of hardware/software installed on the trainer will be configured to particular JMoD specification. RCSTS will manage the procurement, provide configuration management, labeling, storage, and packaging of all spare parts. It is critical for the Spares Support Package to be coordinated and shipped intact to trainer site. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. The E-2D WST Spares Support Package is provided as Attachment 1. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government ™s requirement. RCSTS designed the E-2D WST with these parts to meet trainer specifications and remains sole source who can meet the form, fit, function requirements necessary for timely delivery. REQUIRED CAPABILITIES: The Government requires the requisite E-2D knowledge, experience, and technical expertise to continue production of the aircraft trainer peculiar part to meet the Department of the Navy ™s need date. SPECIAL REQUIREMENTS: Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment in accordance with DFARS clauses 225.7003 and 252.225-7009, inclusive of Class Deviations 2008-O0002, unless an exception applies. ELIGIBILITY: The applicable NAICS code for this requirement is 333318 (Other Commercial and Service Industry Machinery Manufacturing). The Product Service Code (PSC) is 7050 (Information Technology Components). All new entities registering in the General Services Administration (GSA) System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an śActive ť status as the government cannot award to an entity without an śActive ť SAM registration. It is a notice to determine if a comparable source exists and outline the Government ™s intent to contract on a sole source basis with RCSTS. Interested sources shall submit their written technical capabilities to provide the supplies referenced in this document. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Ms. Mary Munroe (mary.munroe@navy.mil) in an electronic format that is compatible with Microsoft Office 2010 applications (MS Word), no later than 2:00 PM Daylight Savings Time (DST) on Friday, 14 June 2019.
