- This is a Request for Information only to gauge industry capabilities in support of the U.S. Navys Naval Supply HQ in Mechanicsburg, Pa. A Request for Proposals/Award may or may not result from this RFI. Please see attached subject Performance Work Statement. The proposed requirement is to provide high quality training services in support of NAVSUPs Cybersecurity program that will: maintain ISSM DCO proficiency, provide the necessary technical CPEs for advanced Masters DCO certification maintenance, and qualify the ISSMs as members of the NAVSUP Incident Handling Team to be issued the first responder toolkit, the NAVSUP IH Jump bag. The NAVSUP CSWF Program is responsible for providing the means for such training for its ISSMs professional development through a Continuous Learning Program (CLP) that incorporates this type of course availability into its approved annual training budget and plan. This requirement is designed to standardize and improve the knowledge and skills of Cyber IT/CSWF (Cyber Security Workforce) professionals across the DOD. The Military Services were mandated to implement the Cyber IT/CSWFQP Cybersecurity Workforce Qualification Program), to include specialized training and certifications to perform assigned Cyber IT/CSWF job functions. Only approved training, education and certifications, and job qualification requirements identified in NAVSUP Instruction 5239.5 can be used to satisfy CSWFQP requirements. The requirement will provide the required NAVSUP ISSMs (Information Systems Security Manager) the ability to complete the required Certification Training Classes On-Line in a virtual training environment or in a local training class when available. In addition, the services will allow for the approximately 33 NAVSUP ISSMs to maintain and renew current Advanced Defensive Cyberspace Operations (DCO) certifications under the SECNAV-M 5239.2 mandate, and for new ISSMs to attain their first advanced DCO certification which will allow then to become members of the NAVSUP Incident Handling (IH) team. The base period of performance is 12 months from the date of award. Questions must be by email to david.setters@navy.mil.
