Description
This is a Sources Sought Notice only. This does not constitute a solicitation. The information gathered from this request for information (RFI) is for planning purposes only. The Government is not obligated, nor shall it pay for, any information received from potential sources as a result of, this Sources Sought Notice. No contract will be awarded from this announcement. The purpose of this notice is to identify business entities capable of providing Bird Mitigation Services for the Orlando VAMC located at Lake Nona, 13800 Veterans Way, Orlando FL 32827. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Bird mitigation services, including but not limited to, preventative maintenance, quarterly inspections, deterrent, trapping and cleanup. DETERRENT: Contractor shall install several Eagle Eye deterrents on the primary areas of activity. They shall target the corners of the surf board, the flanks on the Hospital/Clinic, Mental Health, IT wings, and each parking garage roof tops. Contract shall install thousands of Optical Gel pucks. These pucks will be installed to compliment the Eagle Eyes.   They will be installed along the coping and corners where the birds are currently roosting. This includes much of the Surf Board, the 5th roof on the Hospital and Clinics, the parking garage and a few outlying corners where birds have begun to take roost TRAPPING SERVICE: Trapping shall be on a quarterly basis to prevent the birds from adapting to the methods being used. Each quarter will pre-bait for up-to 2 weeks at areas with Pigeon issues. Pre-Baiting will allow the birds to get comfortable with our trap placements. At which time, we will begin an active trap session for another 2 weeks and remove as many pigeons as possible in that timeframe. All traps will be covered and removed/replaced discreetly. During our quarterly service we will also inspect and service all Eagle-Eyes and Optical gels pucks. Replacing and repairing as needed. The North American Industry Classification System (NAICS) identifier for this service is 561710 ($11.0 Million). Federal supply holders, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business and large business concerns may respond by submitting at a minimum, the following information within company s Capabilities Statement: 1. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) 5. Provide a summary of the type of services performed and experience as it relates Bird Mitigation Services. 6. DUNS Number Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. Due date for submission of company capabilities and experience in same or similar contracts shall be sent via email, no later than 2 p.m. on June 10, 2019. Telephone responses will not be considered.
