NAICS Code: 333924 Product or Service Code: 3695 Set Aside: Set-Aside for competition among SDVOSB in the open market. This is a combined solicitation/synopsis for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (1) The solicitation number 36C26219Q0780 is issued as a Request For Quotation (RFQ). The Government intends to award a single Firm-Fixed Price (FFP) award contract. No RFQ will be accepted past due date June 7, 2019 at 5:00pm Pacific Time. (2) This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, dated January 19, 2017. (3) This solicitation is set-aside for competition among SDVOSB in the open market. NAICS code:333924. Size Standard for NAICS: 750 Employees. (4) Description: The Government is seeking to acquire One (1) Narrow Isle Reach Truck. Brand name information: Hyster Company, model N35-40ZRS2. Brand name or Equal Purchase as authorized by FAR 11.104. Notice: No remanufactures or gray market items/ supplies will not be acceptable. Interested parties of RFI/RFQ must be an authorized reseller, distributor, or dealer of the O.E.M. (Original Equipment Manufacturer). Verification can be provided by an authorization letter or other documents from the OEM. Equipment shall be in accordance with the OEM terms and conditions. No exceptions, must be a manufacturer authorized distributor. (5) In accordance with FAR 52.211-6, the technical specifications for this requirement is listed as Brand Name or Equal Purchase Description as authorized in FAR 11.104. Below are salient physical, functional, and performance characteristics must be met with brand name or equal product: a) Side Stance Reach Truck with deep reach forks to retrieve pallets. b) Overall Width 40-60 in. for use in warehouse narrow aisle. c) Load capacity 3200-4000 lb. d) full free-lift for use in tight height restrictions. e) Overall lift height 230-350 in. f) Power type: Must be electric. g) At minimum 36 high backrest extension. h) Tilting carriage (forward, backward). i) Standard Forks. j) Horn k) Safety Lights & reverse direction alarms l) Open view mast for clear view of load and rack. m) Overhead guard. n) Battery & Charger included. o) At minimum 12 months warranty. (7) Delivery shall occur within 30 days after award to the following FOB destination: Greater Los Angeles VAHCS (Electric Shop Warehouse) 11301 Wilshire Blvd. Los Angeles, CA 90073 The following solicitation provisions apply to this acquisition: (8) The Provision at 52.212-1 Instructions to Offerors Commercial Items. This provision provides a single, streamline set of instructions to be used when soliciting offers for commercial items and is incorporated in the solicitation by reference. (9) 52.212-2 - Evaluation - Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and price. (a) This award decision is based on evaluation factors and significant subfactors as follow in FAR 15.304 Evaluation Factors and Significant Subfactors. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (10) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Oct 2018). This provision provides a single, consolidated list of representations and certification for the acquisition of commercial items. The Offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representation and certification electronically in the System for Award Management (SAM)accessed through https://www.sam.gov. If the offeror has not completed the annual representation and certifications electronically, the offeror shall complete only paragraphs (c) through (u)of this provision.
