Description
Synopsis for Request for Quote 36C10B19Q0451 The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) has a proposed action for a sole source, firm fixed price contract with TSG Innovations, Inc. (TSG) for RIRAS software enterprise license and maintenance. The Under Secretary for Health, through the National Radiation Safety Committee, requires the VA National Radiation Oncology Program office, in cooperation with the National Health Physics Program, to establish a program to electronically collect adverse events and "good catch" (near miss) event data for approximately 15,000 Veterans treated with radiotherapy annually at 40 VHA facilities that offer radiation oncology services. The Commercial Off-the-Shelf software identified for this program is called Radiotherapy Incident Reporting and Analysis System. The deployment of RIRAS will enhance the quality and safety of radiotherapy services delivered to veterans at VHA facilities. The period of performance shall be one 12-month base year and three (3) 12-month option years. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The primary North American Industry Classification System (NAICS) code is 511210; size standard of $38.5M. This notification shall close on June 10, 2019 at 12PM EST.
