Description
The Defense Logistics Agency (DLA) - Energy - FESBA is issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services within a 50 mile radius of Tuscaloosa, Alabama. The required services are for receiving, storing, protecting, and shipping Aviation Turbine Fuel, Grade Jet A/ F-24 (Jet-A with additives). Receipt via the Plantation Pipeline System and tank truck is required. Storage requirements include adequate safe fill capacity for Jet-A with two tanks interconnected, and isolated from other facilities and products handled within the storage facility. Contractor must be capable of performing fuel additive injections. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance of four years beginning on October 1, 2019 through September 30, 2023 and one five-year option from October 1, 2023 through September 30, 2028. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF).
