THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. NAVFAC Hawaii is looking for responses from interested Prime Contractors. We are not seeking responses from firms interested in subcontracting opportunities. This is a survey of the market of potential U.S. Small Business Administration (SBA) certified 8(a), HUBZone Small Business (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, equipment, capability and bonding capacity to perform. The work includes removing existing roofing materials (including roofing materials that may contain asbestos), removing lead containing paint and lead contaminated materials, removing and renewing flashings, gutters, down spouts, and deteriorated roofing members including structural members (e.g. sheathing, insulation, fascia boards, trims, cant strips, purlins, rafters, decking, etc.), removing and reinstalling solar panels, work around and temporary removal and/or replacement of on-roof obstructions (e.g. mechanical equipment such as exhaust fans or other, sky lights and conduit), repairing and renewing the following types of roofing: a. Asphalt Shingle Roofing, b. Wood Shake and Shingle Roofing, c. Preformed Metal Roofing, d. Aggregate-Surfaced Bituminous Built-Up Roofing, e. Smooth-Surfaced Bituminous Built-Up Roofing, f. Mineral-Surfaced Bituminous Built-Up Roofing, g. Ethylene Propylene Diene Monomer (EPDM) Roofing, h. Elastomeric Roof Coating, i. Modified Bitumen Sheet Roofing, and other incidental related work. The work is located at Government installations in the State of Hawaii. The exact location will be indicated by the Contracting Officer. Contract(s) will be for a base year and four one-year option periods. The aggregate value of all contracts awarded from any resultant solicitation is anticipated to be $95 Million (M) over the five-year period. Task orders will be firm-fixed-price with a minimum value of $1M and a maximum value of $20M, however, task orders under or over these amounts may be considered if deemed to be in the Government ™s best interest and approved by the Contracting Officer. MACC Contractors may be asked to respond to multiple Requests for Proposal (RFPs) in a short timeframe (i.e. 4 or 5 RFPs issued within a 30-day period). NAICS Code: 238160 “ Roofing Contractors, with a Small Business Size Standard of $15M.
