- The Air Force Civil Engineering Center, Installations Directorate (AFCEC/CI) is responsible for the efficient, cost-effective management of the United States Air Force (USAF) real property assets. These assets include: (a) property on installations actively supporting USAF and Department of Defense missions; and (b) property determined to be excess to the needs of the USA F through various processes, including the Base Realignment and Closure Acts, special legislation, and routine evaluations of needs. The USAF derives its authority to manage and dispose of its real and related personal property assets through various laws found primarily at Chapters 159 and 169 of Title 10, United States Code, and the Base Closure laws found at Title II of Public Law No. 100-536 and the Defense Base Closure and Realignment Act of 1990, Public Law No. 101-510, as amended. The USAF carries out its asset management responsibilities in accordance with the principles set forth in Executive Order 13327, Federal Real Property Asset Management, dated February 4, 2004. AFCEC/CI asset management responsibilities include an affirmative obligation to assess and manage environmental conditions affecting USAF real property assets and real property previously owned or leased by USAF and to take actions necessary to comply with applicable laws and regulations which address such conditions in a manner that is protective of human health and the environment relating to Management Responsibilities. AFCEC/CI uses a variety of contracting vehicles, such as performance-based contracts (PBCs) and indemnification agreements, to meet these responsibilities. These contracts sometimes require an environmental insurance (El) product to support performance of the obligations undertaken by parties contracting with USAF and to address known and unknown environmental risks.
