Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 333112 with a small business size standard of 1000 employees. The Department of Veterans Affairs, VA Medical Center, Engineering Department (Grounds and Landscaping shop) to purchase three (3) John Deere XUV865M HVAC Gator Utility Vehicles, or equal. All interested companies shall provide quotations for the following: Price/Cost Schedule: Line Item Description Qty Unit Price Total Price 0001 XUV865M HVAC (MY19) 3.00 0002 Yellow Steel Wheels Maxxis Bighorn Radial Tires 3.00 0003 Cargo Box Power Lift 3.00 0004 Backup Alarm 3.00 0005 Beacon Light 3.00 0006 Front Attachment Harness 3.00 0007 Horn Kit 3.00 0008 Rear Cab Attachment Harness 3.00 0009 Side Mirrors (open station & cab doors) 3.00 Total Statement of Work (SOW) John Deere XUV865M HVAC This solicitation is for the Cincinnati VA Medical Center Engineering Department (Grounds and Landscaping shop) to purchase three (3) John Deere XUV865M HVAC Gator Utility Vehicles, or equal. The equipment will be fully functional upon delivery to the VAMC. Inspections will be performed upon delivery, once completed, staff operating products will monitor equipment for failures. Premature failures will be reported to the distributor and manufacturer, for quality control corrections as well as replacement. The VA Medical Center has John Deere attachments for its current fleet any quote submitted must confirm that John Deere attachments will fit any vehicle quoted without modification. Product compatibility is essential in use of this equipment and all accessories needed to support its use. Failure to meet use compatibility would make the quotation non-responsive. Scope of Work: Supply 3 John Deere XUV865M HVAC that meet the following general specifications and salient characteristics: -Minimum 22 horsepower diesel engines -Must not be high-performance off-road vehicle -Maximum speed (less than 33 MPH or governed to less than 33 MPH) -Minimum speed 10 MPH -Four (4) wheel drive On-demand true four-wheel drive system -Capable of carrying 3 passengers with seats for all split bench seat -Full all-weather hard cab and door enclosure for all passengers -Heated cab -HVAC compressor on/off button -Glass front windshield with wiper/washer -Power steering -Roof mounted yellow strobe -Headlights -Turn signals and brake lights, beacon light. -Audible horn -Audible back-up alarm -Front and rear bumpers or similar protective device -Side mirrors -OSR - Cab Doors -Black Roof -Safety restraints -Cargo Box with Spray in Liner, Brake, and Tail Lights. The delivery/task order period of performance is 45 days after receipt of order. Delivery shall be provided FOB destination. The contractor shall deliver all line item(s) to Department of Veterans Affairs, VA Medical Center, Attn: Engineering, 3200 Vine Street, Cincinnati, OH 45220. Award shall be made to the vendor whose quotation offers the best value to the government, considering technical specification and price. The government will evaluate information based on the following evaluation criteria: meeting or exceeding the requirement and price. In addition, an Authorized Distributor Letter from the manufacturer must be provided to be considered for the award. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Vendor shall list exception(s) and rationale for the exception(s).
