- Military Sealift Command Combined Synopsis and Solicitation Notice Information The USNS PECOS has a bona-fide need for the maintenance and safety certification of MHE during the period of performance 17 June 2019 through 28 July 2019 in Sembawang, Singapore. This is a combined synopsis and solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. See attachments for combined synopsis and solicitation, justification for limited source, statement of work and references.
