- Description
- The Defense Threat Reduction Agency (DTRA) intends to negotiate a sole source contract with Northrop Grumman Systems Corporation. This is a follow-on contract for training services to ensure DTRA personnel proficiency in the operation of the Integrated Data Annotation, Recording, and Mapping System (IDARMS) through classroom and hands-on instruction. The IDARMS is an operator-driven, computer-assisted sensor suite used in international observation flights by United States Government to comply with the Treaty on Open Skies. This effort requires the contractor to have requisite knowledge, experience, and expertise with the use of the IDARMS system during Open Skies missions and the Treaty requirements and restrictions, as applicable to imagery and data collection, in order to conduct in-depth training on the aforementioned system. In addition, a replica of the aircraft work station is required to provide simulation of actual IDARMS operations for the execution of practical exercises during the course. The period of performance contemplated for this effort is a one year base period with four (4) one-year options. This requirement will result in a cost-plus-fixed-fee contract. The North American Industry Classification System (NAICS) Code for this requirement is 541990 under Product Service Code U001. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (05-JUN-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE. PLEASE CONTACT 877-472-3779 or fbo.support@gsa.gov REGARDING THIS ISSUE.
