- THIS IS NOT A SOLICITATION FOR QUOTES THIS IS A SYNOPSIS OF AN UPCOMING SOLICITATION The Bureau of Reclamation, Pacific Northwest Region intends to solicit quotations to manage and maintain the Washington Flats Wildlife Area (WFWMA), near Grand Coulee Dam, Washington. The requirement to manage and maintain the WFWMA. The WFWMA was established in 1988 to mitigate the loss of wildlife habitat resulting the construction of the third power plant. The area is approximately 574-acres and located on a narrow terrace along the west bank of the Columbia river near the town of Coulee Dam. WFWMA has 16 irrigated plots comprised of trees and shrubs and planted food crops. The primary irrigation system water is supplied by a large capacity well, which uses a 50-horsepower submersible electrical pump. Work will consist of; maintaining and operating the irrigating system, clear debris from the irrigation system, plant food crops, shrubs, trees and native grasses, fertilize existing and new-planted vegetation, control grasses and noxious weeds, maintain deer fencing and fencing around perimeter of WFWMA, maintain gravel roads, maintain wildlife feeding and watering stations, and fill wildlife feeding stations for winter. This requirement is to ensure that wildlife habitat will continue to be viable and thrive in years to come. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, Reclamation intends to award one fixed-price contract. The Government anticipates an Option Year Contract with a Base and four (4) option years to be awarded to a single vendor. Reclamation anticipates issuing the RFQ set-aside for Women Owned Small Businesses. The applicable North American Industry Classification System (NAICS) Code is 561730 with an associated Small Business Size Standard of $7.5 million. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation.
