Description
This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. Title: VA St. Albans, NY Replace Roofs Synopsis 36C24219B0039 The Department of Veterans Affairs is seeking a Roofing Contractor to Replace Roofs of Buildings 65, 85, 86, 87 and 88 with new liquid applied roofing system as required in the scope of work, drawings and specifications under project number 630A4-17-434 located at the New York Harbor Healthcare System St. Albans Campus, 179-00 Linden Blvd., St. Albans, NY 11425. Competition for this procurement is restricted to verified VetBiz SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) contractors. The work includes but is not limited to general construction, and removal of existing roofing to the roof deck and abate all Asbestos Containing Materials (ACM) from roof; along with related electrical work which includes, labor, material, equipment and supervision to perform the required construction work on this project; specifically work will include; Provide all necessary labor, equipment and materials according to scope of work, drawings and specifications to replace the roofs of the following Buildings: 65, 85, 86, 87 and 88, remove existing roofing down to the deck: Replace with new liquid applied roofing system. Install new guardrails and ladders where indicated in drawings. Work includes installing temporary roofing after hot material removal, along with install new cast iron drains, flashing, walking pads, repair and or replace all flashing under coping stones, unclogging and snaking all roof drains to the basement, parapet wall repairs and inspection of concrete/metal deck and patch and repair as necessary and properly prepare for membrane installation, as shown on the contract drawings and specifications and abate all ACM from roof. Asbestos containing roof flashing and caulking materials must be abated to facilitate the replacement of the roof. All roofing materials shall be treated as asbestos-containing materials (ACM) including: roof perimeter and curb flashing; caulking on metal vent caps; coping stone caulking; louvre caulking; HVAC unit mastic/flashing; roof hatch flashing; roof drain flashing; mastic at base of fencing; and pitch pocket mastic. Estimated construction cost range is $1,000,000-$5,000,000. The firm must be a Roofing Contractor approved under NAICS: 238160, size standard: $15 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of New York to include abate the ACM in accordance with New York City Department of Environmental Protection (NYCDEP) Title 15, Chapter 1 and New York State Department of Labor (NYSDOL) Industrial Code Rule 56 (12 NYCRR Part 56)., the VAMC specification and applicable federal regulations. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. Solicitation will be posted on/about June 28, 2019. A walk-through will be held on or about one week after the posting of the solicitation for this IFB. These dates are estimates.
